◆ "공공재로서의 공공의료"
김동연 경기도지사는 18일 경기도청에서 동북부 공공병원 설립 타당성 조사 중간보고회를 열었다. 김 지사는 이 자리에서 "양주와 남양주에서 주민들의 공공의료에 대한 갈증과 열망을 느껴 큰 사명감을 받았다"고 말했다. 그는 "공공의료는 국방·치안·소방과 같은 공공재로서 비용과 편익의 문제로 볼 수 없다"고 강조했다. 경기도가 예비타당성조사 면제를 건의한 배경을 설명한 것이다.
◆ 남양주·양주 각 300병상 규모 공공의료원 추진
경기도 공공의료원 설립 계획은 두 지역을 대상으로 한다. 남양주시 호평동 백봉지구 종합의료시설부지(3만3,800㎡)에 300병상 이상 규모 공공의료원을 설립하고, 양주시 옥정신도시 내 종합의료시설부지(2만6,500㎡)에도 동일 규모의 공공의료원을 건설한다. 한국보건산업진흥원은 지역 기초현황 분석, 병상수요 추정, 진료 계획 수립 등을 토대로 설립 타당성을 검토하고 있다. 응급의료 수요가 높았으며, 양주 지역은 심뇌혈관센터, 남양주 지역은 소아응급센터 요구도가 뒤를 이었다.

◆ 내년 2월 최종보고 후 본격 추진
경기도는 중간보고 결과를 토대로 내년 2월 최종보고를 마친 후 보건복지부와 예비타당성조사 협의에 착수한다. 임대형 민간투자사업(BTL) 방식으로 재정·운영 효율화 방안을 논의 중이다. 경기도는 보건복지부, 국립중앙의료원과 협력하여 제3차 공공보건의료 기본계획에 동북부 공공의료원 설립을 반영할 예정이다. 김 지사는 "도민이 체감할 수 있는 의료+돌봄 통합 혁신형 공공병원 모델을 실현하겠다"고 밝혔다. 최민희 국회의원과 도의회 보건복지위원회 박재용·정경자 의원 등 20여 명이 중간보고회에 참석했다.

Governor Kim Dong-yeon of Gyeonggi Province held an interim report meeting on November 18 at the Gyeonggi Provincial Government Building regarding the feasibility assessment of establishing public hospitals in the northeast region. Governor Kim stated at the meeting, "I felt the strong demand and aspiration for public healthcare from residents in Yangju and Namyangju, and received great sense of mission." He emphasized that "public healthcare is a public good like national defense, public safety, and firefighting, and therefore cannot be viewed as a matter of cost and benefit."
◆ Yangju and Namyangju Each Pursuing 300-Bed Public Hospital Facilities
The Gyeonggi Province public hospital construction plan targets two locations. The provincial government will establish a public hospital facility with 300 beds or more at the Baekbong-district comprehensive medical facility site (33,800 square meters) in Hopyeong-dong, Namyangju, and construct an equivalent-scale public hospital at the comprehensive medical facility site (26,500 square meters) in Okjeong New City, Yangju. The Korea Health Industry Development Institute is currently reviewing the feasibility of establishing public hospitals based on regional baseline analysis, bed demand estimation, and medical treatment plans. Emergency medical care demand was identified as high, with demand for cardiovascular disease treatment centers following in the Yangju region and demand for pediatric emergency centers in the Namyangju region.
◆ Full Implementation After Final Report in February 2026
Gyeonggi Province will initiate preliminary feasibility study consultations with the Ministry of Health and Welfare following the final report in February 2026 based on interim report results. The province is currently discussing financial and operational efficiency measures through a build-to-lease (BTL) private investment model. Gyeonggi Province plans to work with the Ministry of Health and Welfare and the National Medical Center to reflect the establishment of northeast public healthcare facilities in the Third Basic Plan for Public Health and Medical Services. Governor Kim stated, "We will realize an innovative public hospital model that integrates medical treatment and care that residents can experience firsthand." Approximately 20 attendees, including National Assemblyman Min-hee Choi and Provincial Assembly members Park Jae-yong and Jung Kyung-ja of the Health and Welfare Committee, participated in the interim report meeting.
