◆ 15조 3,129억 원 규모 예산안 시의회 제출
인천광역시는 2026년 예산안 15조 3,129억 원을 편성해 11월 4일 시의회에 제출했다. 시는 이날 건전재정 기조를 유지하면서 시민행복 체감 사업에 중점을 둔 예산안을 마련했다고 밝혔다.
내년도 예산안은 올해 본예산 14조 9,430억 원보다 3,699억 원(2.5%) 증가한 규모다. 지방세와 세외수입 등 자체수입은 올해보다 5.3% 감소했다. 시는 중앙정부와의 협력을 통해 국고보조금과 지방교부세를 8.6% 확보했다.
◆ 시민행복 체감 사업에 3조 8,000억 원
시는 시민행복 체감 사업에 총 3조 8,000억 원을 투입한다. 인천형 출생정책인 'i+ 1억드림'에 646억 원, 'i+ 길러드림'에 10억 원, 'i+ 집드림'에 114억 원을 배정했다.
대중교통비 경감을 위해 K-패스와 인천 i-패스에 658억 원을 편성했다. 'i-바다패스'에 100억 원을 반영했다. 시는 75세 이상 어르신의 시내버스 무료 이용을 지원하는 'i-실버패스'를 새롭게 추진하기 위해 170억 원을 배정했다.
◆ 민생경제·약자복지에 5조 7,000억 원
시는 민생경제와 약자복지에 총 5조 7,000억 원을 편성했다. 지역경제 활력 지원을 위해 인천e음 캐시백 1,351억 원, 중소기업 경영안정자금 300억 원 등 6,742억 원을 투입한다.
저소득층과 장애인 등 사회적 약자 지원을 위해 3조 8,000억 원을 반영했다. 시는 외로움과 정신건강 회복 지원으로 건강도시 인천을 구현하고자 167억 원을 편성했다.
◆ 글로벌 톱텐시티 도약에 1조 2,912억 원
시는 글로벌 톱텐시티 도약을 위해 총 1조 2,912억 원을 투입한다. AI 등 미래산업 육성과 투자 활성화에 741억 원을 배정했다. 세계한인비즈니스 대회 개최 등 글로벌톱텐시티 브랜딩에 1조 1,028억 원을 반영했다. 제물포르네상스를 통한 원도심 혁신 발전을 위해 1,143억 원을 편성했다.
◆ 미래도시 기반 조성에 4조 5,000억 원
시는 행정체제 출범과 공공청사 건립, 철도·도로망 확충 등 미래도시 기반 조성에 총 4조 5,000억 원을 투자한다. 서울도시철도7호선 청라국제도시 연장에 3,153억 원, 인천대로 일반화 도로개량공사에 421억 원을 투입한다.
시는 2026년 7월 인천형 행정체제개편에 대비해 자치구 조정교부금을 430억 원 증액한 8,670억 원을 반영했다.
유정복 인천시장은 "지방재정이 어려워지는 상황에서도 15조 3,000억 원 규모의 내년도 인천시 살림을 세심히 준비했다"며 "시정의 성과가 시민의 행복으로 이어지도록 최선을 다했다"고 말했다.
인천시 예산안은 시의회 심의를 거쳐 12월 15일 최종 확정된다.

The city will invest a total of 1.2912 trillion won to leap forward as a global top ten city. The city allocated 74.1 billion won for fostering future industries such as AI and activating investment. The city reflected 1.1028 trillion won for global top ten city branding, including hosting the World Korean Business Convention. The city organized 114.3 billion won for innovative development of the original downtown through Jemulpo Renaissance.
◆ 4.5 Trillion Won for Future City Infrastructure
The city will invest a total of 4.5 trillion won in establishing future city infrastructure, including the successful launch of the administrative system, construction of public office buildings, and expansion of railway and road networks.
