◆ 8개 조직 466명 검거

인천경찰청은 인천국제공항 일대에서 렌터카 등을 이용해 무등록 유상운송을 한 8개 조직을 적발했다고 11월 3일 밝혔다.

경찰은 총책 A씨 등 466명을 여객자동차 운수사업법 위반 혐의로 불구속 입건해 검찰에 송치했다.

검거된 인원은 총책 8명, 중간책(알선책) 57명, 운송책 401명이다.

◆ 조직적 불법 영업 행태

이들은 2월 27일부터 10월 31일 사이 합법적인 인허가 없이 조직적으로 자가용이나 렌터카를 이용해 승객을 몰래 태워주고 요금을 받은 혐의를 받고 있다.

총책의 지시에 따라 알선책이 운송기사를 관리·모집했다. 알선책은 운송기사들에게 여객운송을 배차했다.

운송기사들은 인천공항에서 서울까지 승객들을 태워준 뒤 8만 원을 받았다. 부산 등 지방으로 운송할 때는 최대 60만 원까지 받은 것으로 파악됐다.

◆ APEC 정상회의 앞두고 특별단속

인천경찰청 형사기동대와 인천공항경찰단은 같은 기간 3차례에 걸쳐 '인천공항 무등록 유상운송 특별단속'을 벌였다.

단속은 아시아태평양경제협력체(APEC) 정상회의를 앞두고 이뤄졌다. 경찰은 인천공항의 법질서를 확립하고 범죄 예방 등 이용객 안전을 확보하기 위해 인천시, 중구, 인천공항공사 등과 합동으로 단속을 진행했다.

◆ 불법 호객 행위자 256명 통고처분

인천경찰청 기동순찰대, 인천공항경찰단, 인천국제공항공사는 합동 현장단속을 통해 불법 호객 행위 등 공항 내 무질서 행위자 256명을 적발했다. 경찰은 이들을 공항시설법 위반 혐의로 통고처분했다.

경찰은 특별단속 종료 이후에도 상시 단속체계를 유지할 계획이다. 경찰은 지자체·인천공항공사와의 긴밀한 공조를 통해 공항 질서 확립과 불법 유상운송 근절 기조를 이어갈 방침이다.

◆ "정식 등록업체 확인하고 탑승해야"

한창훈 인천경찰청장은 "불법 영업차량에 탑승했다가 교통사고가 발생하면 보험 처리가 되지 않고 2차 범죄로 이어질 수도 있다"고 말했다.

한 청장은 "내외국인 모두 정식 등록업체인지 반드시 확인하고 탑승해달라"고 당부했다.

Following the ringleader's instructions, arrangers managed and recruited transport drivers. Arrangers dispatched passenger transportation to transport drivers.

Transport drivers charged 80,000 won after transporting passengers from Incheon Airport to Seoul. They charged up to 600,000 won when transporting to local areas such as Busan.

◆ Special Crackdown Ahead of APEC Summit

Incheon Metropolitan Police Agency's Criminal Mobile Unit and Incheon Airport Police Unit conducted the "Incheon Airport Unregistered Paid Transportation Special Crackdown" three times during the same period.

The crackdown was conducted ahead of the Asia-Pacific Economic Cooperation (APEC) Summit. Police carried out joint crackdowns with Incheon City, Jung-gu, and Incheon Airport Corporation to establish legal order at Incheon Airport and secure passenger safety through crime prevention.

◆ 256 Illegal Solicitation Offenders Notified

Incheon Metropolitan Police Agency's Mobile Patrol Unit, Incheon Airport Police Unit, and Incheon International Airport Corporation caught 256 disorderly conduct offenders including illegal solicitation within the airport through joint on-site crackdowns. Police notified them for violating the Airport Facilities Act.

Police plan to maintain a permanent crackdown system even after the special crackdown ends. Police will continue efforts to establish airport order and eradicate illegal paid transportation through close cooperation with local governments and Incheon Airport Corporation.

◆ "Must Verify Official Registered Companies Before Boarding"

Han Chang-hoon, Commissioner of Incheon Metropolitan Police Agency, said, "If a traffic accident occurs while riding an illegal business vehicle, insurance processing is not possible and it may lead to secondary crimes."

Commissioner Han urged, "Both domestic and foreign nationals must verify whether it is an officially registered company before boarding."
