인천광역시는 11월 3일 인천시청 대회의실에서 '행정체제개편 시민소통협의체 전체회의'를 열었다.

유정복 시장과 시민소통협의체 위원, 시·구 관계 공무원 등 80여 명이 참석했다.

◆시민소통협의체 운영 현황

시민소통협의체는 2023년 1월부터 운영됐다. 2026년 7월 1일 신설 예정인 자치구의 안정적 출범을 위해 지역 의견을 수렴하고 자문한다. 제물포구, 영종구, 서구·검단구 등 3개 분과협의체로 구성됐다. 시의회 및 구의회 의원, 전문가, 지역 오피니언 리더, 관계 공무원 등 46명이 위원으로 참여한다.

◆회의 목적과 내용

인천시는 이번 회의에서 자치구 출범 준비 현황과 계획을 공유했다. 분과협의체에서 논의된 지역별 주요 안건도 다뤘다.

◆행정체제 개편 추진 상황

인천형 행정체제 개편은 전국 최초로 자치구 통합·조정·분리가 동시에 이루어진다. 인천시는 행정·재정 지원과 기반시설 구축 등 3개 분야 19개 과제를 추진한다. 과제별 실무협의체를 수시로 운영하며 준비를 진행한다.

인천시는 인력 및 재정 확보를 위해 중앙부처 등 관계기관과 협의한다. 청사 건립과 행정정보시스템 구축도 계획대로 진행한다. 인천시는 1995년 인천광역시 승격 이후 31년 만에 추진되는 행정체제 개편을 시민에게 적극 홍보할 계획이다.

◆분과협의체별 주요 논의사항

제물포구는 중구 내륙과 동구가 통합된다. 현 중·동구 청사 활용 방안과 지역주민 간 통합 방안이 논의됐다. 근대문화유산을 활용한 원도심 활성화 방안에 대한 관심도 높다.

영종구와 검단구 주민들은 생활권 내 행정서비스 제공을 기대한다. 생활 SOC 확충과 교통 인프라 개선 등 지역 발전에 대한 의견이 제시됐다. 시민소통협의체는 이러한 의견을 반영해 민·관 거버넌스 역할을 수행한다.

◆유정복 시장 발언

유정복 시장은 "인천형 행정체제 개편은 글로벌 도시로 도약할 미래 100년의 초석이 되는 과제"라고 말했다. 그는 "시민소통협의체가 새로운 인천을 만드는 과정에서 중심적인 역할을 해주길 바란다"며 "남은 8개월 동안 준비과제를 점검해 2026년 7월 새로운 자치구가 안정적으로 출범하도록 최선을 다하겠다"고 밝혔다.

The Civic Communication Council has been operating since January 2023. A total of 46 members participate as committee members, including city and district council members, experts, local opinion leaders, and related public officials.

◆Progress of Administrative System Reform

The Incheon-type administrative system reform is the nation's first case where autonomous district integration, adjustment, and separation occur simultaneously. Incheon City consults with related organizations, including central government ministries, to secure manpower and finances. Government building construction and administrative information system establishment are also progressing according to plan. ◆Major Discussion Items by Subcommittee

Jemulpo-gu will integrate the inland area of Jung-gu and Dong-gu. Plans for utilizing the current Jung-gu and Dong-gu government buildings and integration plans among local residents were discussed. There is also high interest in revitalizing the original downtown area using modern cultural heritage.

Residents of Yeongjong-gu and Geomdan-gu expect to receive administrative services within their living areas. Opinions were presented on regional development, including expansion of living SOC and improvement of transportation infrastructure. The Civic Communication Council performs a public-private governance role by reflecting these opinions.

◆Mayor Yoo Jeong-bok's Statement

Mayor Yoo Jeong-bok said, "The Incheon-type administrative system reform is a task that will become the cornerstone for the next 100 years as we leap forward into a global city." He stated, "I hope the Civic Communication Council will play a central role in the process of creating a new Incheon," and "We will do our best to ensure that the new autonomous districts are launched stably in July 2026 by carefully reviewing preparation tasks over the remaining eight months."
