◆추진위 정기총회 및 새 임원진 선출
인천시 서구의회 김학엽 의원(국민의힘, 검암경서동·연희동)이 28일 검암동행정복지센터에서 열린 '검암동 복지회관건립추진위원회 정기총회'에 참석해 복지회관 건립을 위한 지원 의지를 밝혔다. 이날 총회에는 추진위원 26명 중 20명이 참석했으며, 최길수 회장을 비롯해 손지석·정태자 부회장, 류충규·문정자 감사, 박승환 총무 등 새 임원진이 선출됐다. 추진위원회는 복지회관 건립을 본격 추진하기로 만장일치 결의했다.
◆김학엽 의원의 지속적 노력
김학엽 의원은 지역 숙원사업인 복지회관 건립을 위해 교부금이 목적에 맞게 사용되도록 탄원서를 제출하고, 법적 분쟁 과정에서도 주민의 뜻을 대변해왔다. 지난해 '검암동 복지회관 건립을 위한 제1차 주민공론장'에 참석해 주민 의견을 수렴하는 등 서구청 관계 부서와 지속적으로 협의해왔다. 이날 총회 사회를 맡은 김 의원은 "이제는 원주민과 이주민이 함께 손잡고 복지회관 건립이라는 숙원을 반드시 이뤄야 할 때"라며 "검암동 주민 모두가 함께 누릴 수 있는 복지공간을 만드는 데 뜻을 모아주길 바란다"고 강조했다.
◆복지회관 건립 경과
수도권매립지관리공사는 1996년 인근 피해 지역 주민들을 위해 복지회관 건립비 14억 7천만 원을 지원했다. 이 중 6억 원은 부지 매입비로, 나머지 8억 7천만 원은 금융기관에 예치되어 현재 약 13억 원 규모로 불어났다. 추진위원 일부의 사망과 이주, 검암동 택지개발사업 지연 등으로 인해 복지회관 건립이 장기간 지연된 상태다.

◆Promotion Committee General Meeting and New Executive Team Election
Incheon Seo-gu Council Member Kim Hak-yeop (People Power Party, Geomam Gyeongseo-dong·Yeonhui-dong) attended the 'Geomam-dong Welfare Center Construction Promotion Committee General Meeting' held at the Geomam-dong Administrative Welfare Center on the 28th and expressed his commitment to support the welfare center construction. Twenty of the 26 committee members attended the general meeting, and a new executive team was elected, including Chairman Choi Gil-su, Vice Chairpersons Son Ji-seok and Jeong Tae-ja, Auditors Ryu Chung-gyu and Moon Jeong-ja, and General Secretary Park Seung-hwan. The promotion committee unanimously resolved to pursue the welfare center construction in earnest.
◆Council Member Kim Hak-yeop's Continuous Efforts
Council Member Kim Hak-yeop has submitted petitions to ensure subsidies were used for their intended purpose for the construction of the welfare center, a long-cherished regional project, and represented residents' wishes during legal disputes. Last year, he attended the '1st Residents' Public Forum for Geomam-dong Welfare Center Construction' to gather residents' opinions and has continuously consulted with relevant departments at Seo-gu Office. Council Member Kim, who moderated the general meeting, emphasized, "Now is the time for original and new residents to join hands and fulfill the long-cherished wish of building a welfare center," adding, "I hope everyone will unite in creating a welfare space that all Geomam-dong residents can enjoy together."
◆Welfare Center Construction Progress
The Metropolitan Landfill Management Corporation provided 1.47 billion won for welfare center construction for residents in nearby affected areas in 1996. Of this, 600 million won was for land purchase, while the remaining 870 million won was deposited in financial institutions and has now grown to approximately 1.3 billion won. The welfare center construction has been delayed for an extended period due to the deaths and relocations of some committee members and delays in the Geomam-dong housing development project.
