오동운 고위공직자범죄수사처장은 지24일 "특별검사를 공수처 수사 대상에 명확히 포함하는 것이 옳다"고 밝혔다.

오 처장은 이날 오후 국회 법제사법위원회 공수처 국정감사에서 "권력기관 견제라는 목적에 부합하게 특검도 수사 대상에 넣는 것이 명확하게 옳다"며 "현행법에서 우리 대상이라고 명확히 말할 수는 없지만, 법 해석 논란을 없애기 위해 특검을 공수처 수사 대상으로 명시하는 것이 옳다"고 말했다.

오 처장은 현재 송창진 전 공수처 수사2부장검사의 위증 의혹 관련 고발 사건을 대검찰청에 늦게 통보한 혐의로 순직해병 특검(특별검사 이명현)의 수사를 받고 있다.

송 전 부장은 지난해 7월 26일 국회 법사위 증인 출석에서 이종호 전 블랙펄인베스트 대표가 임성근 전 해병대 1사단장 구명 로비 의혹에 연루됐다는 사실을 같은 달 10일까지 몰랐다고 증언했다.

국회는 송 전 부장이 2021년 도이치모터스 주가조작 사건에서 이 전 대표의 변호를 맡았는데 해당 의혹을 몰랐을 리 없다며 위증 혐의로 고발했다. 공수처는 송 전 부장의 혐의가 성립하지 않으며 해당 고발 건을 대검에 통보하면 안 된다는 취지의 수사 보고서를 작성한 것으로 알려졌다.

오 처장은 해당 의혹에 관해 "현재 수사가 진행 중이므로 처장으로서 직접 언급하는 것은 부적절한 면이 있다"며 말을 아꼈다.

오 처장은 채모 상병 사망 사건 수사 외압 의혹 조사가 공수처에서 더디게 진행됐다는 지적에 "성실하게 수사에 임했다"고 답했다.

그는 "억울한 죽음과 관련해 대통령 이하 직권남용 행위, 수사 외압이 있었는지 성실하게 수사했다"며 "수사하는 동안 대통령 등 핵심 통신 자료가 소실하기 전에 통신 영장을 받아 집행했다"고 설명했다.

그러면서 "그런 부분이 지금 특검 수사와 연결돼서 진실을 발견하는 데 많이 도움을 주고 최선을 다했다"고 덧붙였다.

앞서 김건희 특검팀(특별검사 민중기)에서 피의자 조사를 받은 양평군 공무원이 괴로움을 호소하며 극단적 선택을 해 논란이 일었다. 그는 조사를 마치고 귀가해 적은 메모에서 강압 수사로 인해 사실과 다른 진술을 했다고 언급했다.

Corruption Investigation Office for High-ranking Officials (CIO) Chief Oh Dong-woon stated on the 24th that "it is clearly right to include special prosecutors as subjects of CIO investigation in line with the purpose of checking power institutions."

Chief Oh told the National Assembly Legislation and Judiciary Committee's CIO audit that afternoon, "As I believe power should be institutionally restrained, I cannot clearly say they are our subjects under current law, but to eliminate legal interpretation controversies, I think it is right to clearly specify special prosecutors as CIO investigation subjects."

Chief Oh is currently under investigation by the Special Counsel for the Deceased Marine (Special Prosecutor Lee Myeong-hyeon) on charges of deliberately delaying notification to the Supreme Prosecutors' Office regarding a complaint case alleging that former CIO Investigation Department 2 Chief Prosecutor Song Chang-jin and others committed perjury at the National Assembly.

Former Chief Song appeared as a witness at the National Assembly Legislation and Judiciary Committee on July 26 last year and testified that he was unaware until July 10 of the same month that former Black Pearl Investment CEO Lee Jong-ho was involved in allegations of lobbying to save former 1st Marine Division Commander Lim Seong-geun.

The National Assembly filed perjury charges, arguing that former Chief Song defended Lee in the 2021 Deutsche Motors stock manipulation case before working at the CIO and could not have been unaware of the allegations surrounding him. The CIO reportedly prepared an investigation report stating that the charges against former Chief Song were not established and that the complaint should not be reported to the Supreme Prosecutors' Office.

Regarding these allegations, Chief Oh refrained from commenting, saying "as an investigation is currently underway, it is somewhat inappropriate for me as chief to comment directly."

Chief Oh responded "we conducted the investigation diligently" to criticisms that the investigation into allegations of pressure on the investigation of the death of Corporal Chae, which the special counsel is currently examining, proceeded slowly at the CIO.

He explained, "We diligently investigated whether there were acts of abuse of authority and investigation pressure by the President and others regarding the unjust death," adding "during the investigation, we obtained and executed communication warrants for key communication data including the President's before that data was lost."

He added, "Those parts are now connected to the special counsel investigation and have greatly helped discover the truth, and we did our best."

Previously, a Yangpyeong County public official who was investigated as a suspect by the Kim Gun-hee Special Counsel Team (Special Prosecutor Min Jung-gi) made an extreme choice, expressing distress, sparking controversy. In a memo written after returning home from the investigation, he mentioned making statements contrary to facts due to coercive investigation.
