고양특례시의회 기획행정위원회(위원장 공소자)가 10월 16일 제11회 의정토론회를 열고, 고양연구원(원장 김현호)의 발제로 '고양시 버스 준공영제 실행 방안'을 논의했다고 밝혔다. 발제를 맡은 고양연구원 백주현 박사는 "고양시 버스 운송업체의 경영 악화로 운수종사자 이탈이 가속화되면서 시민 이동권 저하가 우려되는 상황"이라고 말했다. 그는 "민영제의 구조적 악순환을 해결하고 공공주도의 안정적인 대중교통 서비스 제공을 위해 노선입찰형 준공영제 도입이 필요하다"고 강조했다. 백 박사는 "2024년 7월 기준 고양시 운수종사자는 1,446명으로 적정 인원 2,305명 대비 859명이 부족해 버스 운행률이 67.5%에 그치고 있다"고 밝혔다.
