인천시는 한국 대표 주제발표자로 참가하여 '시민이 행복한 글로벌 도시 인천'을 비전으로 인천시의 우수시책 등을 발표했다. 지방정부의 유연한 외교 역할의 중요성을 강조하며 한중일 지방도시 간 상생 협력을 제안했다. 한중일 지방정부 원탁회의에서는 지정학적 긴장, 기후위기 등 글로벌 복합전환의 시대를 극복하기 위해 상생적 국제협력이 필수적이며, 중앙정부 간 관계를 보완하고 실질적인 성과를 도출하는 지방정부의 역할이 중요해지고 있음을 강조했다. 인천시는 인천국제공항(연간 7천만 명 이용), 글로벌 복합물류 허브 인천항, 송도국제도시 등 글로벌 허브 인프라를 기반으로 한 국제도시 경쟁력을 소개했다.
