■ 행안부 공모 선정...하천·배수펌프장·교량 등 종합정비
고양특례시는 행정안전부가 주관한 2026년 풍수해 생활권 종합정비사업 공모에서 관산지구가 신규 사업지로 최종 선정됐다고 16일 밝혔다. 관산지구는 하천 주변의 저지대에 농경지와 주거지가 밀집해 있어 집중호우 시 반복적인 침수 피해가 발생해 왔다. 시는 2022년도부터 관산지구를 자연재해저감 종합계획 상 침수위험지구로 지정·관리해 왔다. 올해 초부터 타당성 조사 용역을 신속히 추진하고, 해당 지역을 자연재해위험지구로 지정·고시하는 등 행정절차를 조속히 마무리함으로써 공모에 선제적으로 대응했다. 이번 사업 선정으로 시는 총사업비 469억 원의 75%인 국도비 352억 원을 확보했다.
■ 2026년부터 종합 재해예방사업 추진...주민 친화적 수변시설 조성
풍수해 생활권 종합정비사업은 기존의 개별 기반시설 중심의 정비 방식에서 벗어나 하천, 배수펌프장, 관로, 사면 등 생활권 전반을 아우르는 지역 맞춤형 종합정비를 통해 재해예방의 실효성과 지속 가능성을 높이는 국책사업이다. 시는 2026년부터 하천 정비, 교량 재가설, 무인배수펌프장 설치, 사면 정비 등 지역 단위의 종합 재해예방사업을 본격적으로 추진할 예정이다. 하천 정비 과정에서는 주민 친화적 수변시설 조성도 함께 검토할 계획이다.
■ 이동환 시장 "실효성 있는 안전정책 지속 추진"
이동환 고양특례시장은 "관산지구가 이번 공모사업에 선정된 것은 시민의 안전을 최우선 과제로 삼고 추진해 온 재해예방 정책의 성과"라고 말했다. 그는 "대규모 예산이 소요되는 재해예방사업이 차질 없이 추진될 수 있도록 국도비를 적극적으로 확보해 고양시민의 생명과 재산을 지키기 위한 실효성 있는 안전정책을 지속적으로 추진하겠다"고 밝혔다. 시는 민선8기 출범 이후 관산지구를 포함해 장월지구 등 5개소의 자연재해위험개선지구와 탄현 우수유출저감시설 설치사업 등 총 1,894억 원 규모의 재해예방사업을 추진해왔으며, 이 중 국도비 확보액은 1,385억 원에 달한다.

During the river maintenance process, the creation of resident-friendly waterfront facilities will also be considered.

Goyang Special Mayor Lee Dong-hwan said, "The selection of Gwansan District for this competition project is the result of disaster prevention policies that have been promoted with the safety of citizens as the top priority." He stated, "We will actively secure national and provincial funds so that disaster prevention projects requiring large-scale budgets can be promoted without setbacks, and will continue to promote effective safety policies to protect the lives and property of Goyang citizens." Since the launch of the 8th popular election, the city has promoted disaster prevention projects totaling 189.4 billion won, including the Gwansan District and five natural disaster risk improvement districts such as the Jangwol District, and the Tanhyeon rainwater runoff reduction facility installation project, of which the amount of national and provincial funds secured alone amounts to 138.5 billion won.
