지난 17일 이재명 대통령 업무보고에서 문화체육관광부 산하 주요 기관 수장 자리가 잇따라 공석 상태인것으로 밝혀졌다.
패럴림픽 TV 생중계 확대도 방송사 반대로 난항을 겪고 있다.
◆ 문체부 산하기관 수장 잇따라 공석
공예디자인문화진흥원장은 건강상 이유로 사직서를 제출했다. 국악방송 사장 자리는 9월 19일부터 공석이다. 국립수목원 책임자도 아직 선정하지 못했다. 다만 문체부는 현재 공연 및 연간 일정 수행에는 문제가 없다고 밝혔다.
한복진흥센터는 2014년 공예문화진흥원과 한국디자인문화재단 통합 당시 공예디자인문화진흥원 산하로 편입됐다. 이후 전통문화산업진흥법 발의로 전담 기관 지정을 받아 본 기관으로 통합됐다. 현재 공예디자인문화진흥원은 한복, 한지 등 전통문화산업 육성 업무를 담당한다.
◆ 패럴림픽 TV 중계 확대 난항
패럴림픽 경기 TV 생중계 확대가 벽에 부딪혔다. 방송사들은 시청률 문제를 이유로 중계를 기피한다. 문체부는 방송통신위원회 고시법 개정을 추진했으나 반대에 막혔다.
국회 문체위 위원들은 대통령의 관심과 지원을 촉구했다. 위원들은 패럴림픽 중계 활성화를 통해 국민적 관심을 높여야 한다고 강조했다. 장애인체육회에 대한 재정 지원이 부족하다는 지적도 나왔다.
◆ 국립아시아문화전당 콘텐츠 부재 논란
국립아시아문화전당(ACC)이 시설물만 지원하고 콘텐츠가 부족하다는 비판을 받았다. ACC 문화전당은 창제작 기능을 담당하고 재단은 유통 기능을 맡는다. 문제는 아티스트 위주 융복합 미디어 중심 제작으로 대중성이 떨어지는 작품이 많다는 점이다.
재단 측은 관람객 수 관리를 위해 예약제도와 관람료 유료화를 검토 중이다. ACC는 노무현 대통령 시절 광주를 아시아 문화 중심 도시로 만들겠다는 목표로 설립됐다. 하드웨어 시설은 올해 5월까지 모두 완성될 예정이다.
서울예술단 광주 이전 문제는 정부 공백기에 발표돼 의견 수렴이 부족하다는 지적을 받았다. 문체부는 의견을 정리한 후 연초에 확정할 계획이다.

Expanding live TV broadcasts of Paralympic Games also faces difficulties due to broadcaster opposition. The National Assembly Culture, Sports and Tourism Committee intensively questioned operational gaps at affiliate organizations and insufficient support for disabled sports during ministry inquiry sessions.
◆ Ministry Affiliate Heads Vacant Consecutively
The Korea Craft and Design Foundation director submitted resignation for health reasons. The Gugak Broadcasting director position has been vacant since September 19. The National Arboretum director has not yet been selected. However the ministry stated current performances and annual schedules face no problems.
The Hanbok Promotion Center was incorporated under the Korea Craft and Design Foundation when the Craft Culture Promotion Agency and Korea Design Culture Foundation merged in 2014. It was later integrated into the main organization after being designated as a dedicated agency through the Traditional Culture Industry Promotion Act. Currently the Korea Craft and Design Foundation handles nurturing traditional culture industries including hanbok and hanji.
◆ Paralympic TV Broadcast Expansion Stalled
Expanding live TV broadcasts of Paralympic Games hit a wall. Broadcasters avoid coverage citing viewership concerns. The ministry pushed to revise Korea Communications Commission regulations but met opposition.
National Assembly committee members urged presidential attention and support. Members emphasized raising public interest through activating Paralympic broadcasts. Criticism also emerged that funding support for the Korea Paralympic Committee is insufficient.
◆ Controversy Over Lack of Content at Asia Culture Center
The National Asia Culture Center (ACC) faced criticism for supporting only facilities while lacking content. The ACC Culture Center handles creative production functions while the foundation handles distribution. The problem is that artist-centered convergence media production results in many works lacking popular appeal.
The foundation is reviewing reservation systems and admission fee charges to manage visitor numbers. ACC was established during President Roh Moo-hyun's administration with the goal of making Gwangju an Asian cultural hub city. Hardware facilities are scheduled to be completed by May this year.
The Seoul Performing Arts Company relocation to Gwangju issue was criticized for insufficient opinion gathering as it was announced during a government transition period. The ministry plans to finalize after organizing opinions early next year.
