◆ 전국 최초 무형유산 기념일 지정
경기도가 전국 최초로 '무형유산 전승과 기억의 날'을 지정해 무형유산의 가치를 조명한다. 경기도의회는 18일 제387회 정례회 제4차 본회의에서 유영두 문화체육관광위원회 부위원장이 대표발의한 '경기도 무형유산 전승과 기억의 날 지정 및 운영에 관한 조례안'을 의결했다. 조례는 유네스코가 정한 '국제무형문화유산의 날'인 10월 17일을 '경기도 무형유산 전승과 기억의 날'로 지정하고 관련 주간을 기념주간으로 운영하는 내용을 담았다.
◆ 무형유산 86건 육성 법적 근거 마련
경기도가 보유한 무형유산은 국가무형유산 14건과 경기도무형유산 72건 등 총 86건이다. 이번 조례로 단순 보존을 넘어 기념행사 및 문화제 개최, 전승자 육성 및 지원 확대, 도민 향유 기회 확대 등 문화 정책을 펼칠 수 있는 법적 근거가 마련됐다. 유 부위원장은 지난달 "K-콘텐츠가 세계를 휩쓸고 있지만 전통과 무형유산에 대한 지원은 턱없이 부족하다"며 정책토론회를 개최한 바 있다.
◆ 유영두 부위원장 "실질적인 변화 주도"
유영두 부위원장은 "이번 조례 통과는 경기도가 대한민국을 넘어 세계적인 문화유산의 보고로 거듭나는 역사적인 전환점이 될 것"이라고 말했다. 유 부위원장은 "경기도 전역의 무형유산이 정당한 대우를 받고 미래 세대에게 온전히 전승될 수 있도록 경기도의 적극적인 행정을 강력히 견인하겠다"고 밝혔다. 그는 "말뿐인 지원이 아니라 예산과 정책이 수반되는 실질적인 변화를 의회 차원에서 주도하겠다"고 덧붙였다.

The Gyeonggi Provincial Council passed the 'Ordinance on the Designation and Operation of Gyeonggi Province Intangible Heritage Transmission and Remembrance Day' proposed by Vice Chairman Yoo Young-doo of the Culture, Sports and Tourism Committee at the 4th plenary session of the 387th regular meeting on December 18. The ordinance designates October 17, UNESCO's 'International Day for Intangible Cultural Heritage,' as 'Gyeonggi Province Intangible Heritage Transmission and Remembrance Day' and operates the related week as a commemorative week.
◆ Legal Basis Established for Nurturing 86 Intangible Heritage Items
Gyeonggi Province holds a total of 86 intangible heritage items, including 14 national intangible heritage items and 72 Gyeonggi Province intangible heritage items. This ordinance established legal grounds to implement cultural policies beyond simple preservation, including holding commemorative events and cultural festivals, expanding support for successors, and expanding opportunities for residents to enjoy heritage. Vice Chairman Yoo held a policy discussion last month, stating that "K-content is sweeping the world, but support for our traditions and intangible heritage is woefully insufficient."
◆ Vice Chairman Yoo: "Will Lead Substantive Change"
Vice Chairman Yoo Young-doo said, "The passage of this ordinance will be a historic turning point for Gyeonggi Province to become a treasure trove of world cultural heritage beyond Korea." Vice Chairman Yoo stated, "I will strongly drive Gyeonggi Province's proactive administration so that intangible heritage throughout Gyeonggi Province receives proper treatment and can be fully transmitted to future generations." He added, "I will lead substantive changes accompanied by budgets and policies at the council level, not just verbal support."
