수원시청 로비 새빛민원실이 지난 11월말까지 1,129건의 민원을 처리했다. 경력 20년 이상 베테랑 팀장 4명이 행정·건축·환경 분야 민원을 접수부터 해결까지 한 곳에서 담당한다.

새빛민원실은 기업 이전 절차를 단축시켰고 15년간 미해결된 상수도 문제를 처리했다. 호매실장애인복지관 앞 장애인콜택시 승강장 설치 건은 지난 4월 적극행정 우수사례 경진대회 우수상을 받았다.

올해 3월부터 운영 중인 새빛신문고 '베테랑이 간다'는 공무원과 법률전문가, 유관기관이 현장에서 상담을 진행한다. 4개 구청을 찾아가는 방식으로 10월부터 월 1회 정규 상담을 진행 중이다. 수원델타플렉스와 영동시장 청년몰에서는 기업·소상공인 맞춤 상담을 제공했다.

◆ 새빛톡톡, 시민 제안이 정책으로 실현

새빛톡톡 가입자 수가 지난 11월말 17만명을 넘겼다. 수원시 인구 120만명 대비 14%에 해당한다.

지난 11월말까지 접수된 시민 제안 82건 중 13건이 실시 완료됐다. 지난 2월 주민이 제안한 주민센터 프로그램 사전공지 사항은 3분기부터 44개 동 홈페이지에 강의계획서 게시로 반영됐다. 행정복지센터 PC와 프린터 현황 정보도 시 홈페이지 '공유수원' 란에 등록되어 운영 중이다.

올해 아주대학교, 경기대학교 등 대학교와 초등학교 31곳에서 새빛톡톡을 활용한 수업을 진행했다. 지난 9월부터 경기지역화폐 앱과 연동을 완료해 접근성을 높였다.

◆ 새빛하우스, 노후 주택 2천호 지원 달성

새빛하우스 누적 지원 규모가 2천호에 도달했다. 올해 986호를 선정했다. 신청 건수는 2,967호로 전년도 2,268호 대비 31% 증가했다.

수원시는 올해 3월 집수리 정보 통합플랫폼을 개설해 셀프 견적·시공업체 정보·지원 구역을 한 곳에서 확인할 수 있도록 했다. 새빛하우스 상담소 및 홍보관은 3월부터 11월말까지 유선 상담 4천건, 컨설팅 154건을 제공했다.

취약계층 지원도 확대했다. 지난 7월 한국보훈복지의료공단과 협약해 독립유공자 후손 집수리 지원을 시작했다. 기초수급자와 주거취약계층 대상 별도 사업도 진행 중이다. 국토교통부가 주관한 2025년 대한민국 도시대상에서 수원시가 대통령상을 수상했다.

◆ 새빛돌봄, 생활밀착형 돌봄 서비스 확대

새빛돌봄은 4,800여명 시민에게 11만건 이상의 서비스를 제공했다. 생활·동행·주거안전·식사지원·일시보호·재활돌봄·심리상담 7개 분야 15개 서비스 유형을 운영 중이다. 중위소득 120% 이하 대상에게 연 150만원 비용을 지원한다.

올해 신규 서비스로 '초등 저학년 등하교 동행돌봄 서비스'를 도입했다. 국민신문고 시민 제안으로 시작해 10개 동에서 시범 운영했으며 지난 9월 이후 사회적 필요성이 높아져 11월부터 44개 전체 동에서 운영 중이다. 새빛돌보미가 평일 오전 8시부터 오후 8시까지 저학년 학생의 등하교를 동행한다.

'수원새빛돌봄 슬기로운 임신생활' 사업도 시작했다. 지역 내 서비스기관 5곳에서 170명 참여자를 모집해 태교 프로그램과 가사 지원을 제공한다.

◆ 수원기업새빛펀드, 지역기업 315억원 투자

수원기업새빛펀드 1차 조성액은 3,149억원이며 수원시가 100억원을 출자했다. 이를 통해 수원 지역 기업 19곳에 315억원을 투자했다.

투자 대상 기업은 기업공개 추진, 신기술 양산체계 구축, 기술 상용화 자금을 지원받았다. 투자 기업들은 수원으로 이전하거나 신규 인력을 채용하며 지역경제 순환을 만들고 있다.

수원시는 2차 펀드 조성을 가속화했다. 벤처투자 전문가와 간담회 개최, 투자지원협의체 구성으로 펀드 운용 방향을 수립했다. 공모를 통해 추가 운용사 6곳을 선정했으며 2차 펀드 규모는 최소 4,455억원으로 예상된다. 수원기업IR데이 행사로 기업 투자유치 기회를 확대했다.

Saebis Civic Service Center Provides One-Stop Administrative Services

The Saebis Civic Service Center at Suwon City Hall processed 1,129 administrative cases through November. Four veteran team leaders with over 20 years of experience handle administrative, construction, and environmental affairs from intake to resolution in a single location.

The center shortened corporate relocation procedures and resolved a water supply issue that remained unresolved for 15 years. The installation of a disabled taxi boarding platform in front of Homaesil Disability Welfare Center received a commendation at the Active Administration Excellence Competition in April.

Since March, the Saebis News Line's "Veterans Visit" program has provided on-site counseling with civil servants, legal experts, and related agencies. Starting in October, regular counseling sessions visit four district offices monthly. The program provides customized consultations to enterprises and small businesses at Suwon Delta Plex and Yeongdong Market Youth Mall.

Saebis Talk Talk: Citizen Proposals Become Policy

Saebis Talk Talk membership exceeded 170,000 as of late November. This represents 14 percent of Suwon's 1.2 million population.

Thirteen of 82 citizen proposals received through late November have been implemented. A February proposal regarding advance notice of resident center programs was reflected on websites of all 44 districts starting in the third quarter with course syllabi posted. Computer and printer availability information at administrative welfare centers is now registered on the city's "Shared Suwon" section.

Universities including Ajou University and Kyonggi University and 31 elementary schools conducted classes using Saebis Talk Talk this year. Starting in September, the platform connected with the Gyeonggi Regional Currency app to enhance accessibility.

Saebis House: Home Renovation Support Reaches 2,000 Units

Saebis House cumulative support reached 2,000 units. The program selected 986 units this year. Applications totaled 2,967 units, a 31 percent increase from 2,268 units the previous year.

In March, Suwon City opened an integrated home repair information platform where users can check self-estimates, contractor information, and support areas in one location. The Saebis House consultation office and exhibition space provided 4,000 phone consultations and 154 consulting sessions from March through November.

The city expanded support for vulnerable populations. In July, it partnered with the Korean Veterans Welfare and Medical Corporation to begin home repair assistance for descendants of independence service contributors. Separate programs for basic livelihood recipients and housing-vulnerable groups are underway. Suwon City received the Presidential Award at the 2025 Republic of Korea Urban Awards hosted by the Ministry of Land, Infrastructure, and Transport.

Saebis Care: Expanding Community-Based Care Services

Saebis Care provided over 110,000 services to approximately 4,800 citizens. The program operates 15 service types across seven categories: daily living, companionship, housing safety, meal support, temporary protection, rehabilitation care, and psychological counseling. Beneficiaries with income at or below 120 percent of median income receive support up to 1.5 million won annually.

The program introduced "elementary school student school commute accompaniment care service" as a new initiative this year. Starting from a citizen proposal on the National Complaint Portal, it operated as a pilot in 10 districts. Following growing social demand from September, it expanded to all 44 districts starting in November. Saebis caregivers accompany elementary students during school commutes from 8 a.m. to 8 p.m. on weekdays.

The program also launched "Suwon Saebis Care: Healthy Pregnancy Life." Five service agencies recruited 170 participants providing prenatal education programs and housekeeping support.

Suwon Enterprise Saebis Fund: 31.5 Billion Won Investment in Local Firms

The Suwon Enterprise Saebis Fund first phase totaled 314.9 billion won with 10 billion won invested by Suwon City. This resulted in 31.5 billion won invested in 19 local enterprises.

Investment recipients received support for initial public offerings, establishing manufacturing systems for new technologies, and funding technology commercialization. Invested companies have relocated to Suwon and hired new employees, creating local economic circulation.

Suwon City accelerated second fund formation. Through meetings with venture capital experts and organizing an investment support council, the city established fund management direction. After public recruitment, it selected six additional fund managers. The second fund's size is expected to reach minimum 445.5 billion won. The Suwon Enterprise IR Day event expanded corporate investment opportunities.
