◆ 인천 서구 청년 취업 2천명 감소

인천 서구 청년층 취업 상황 악화. 2024년 하반기 15세~29세 취업자 4만명, 고용률 42.3%였다. 2025년 상반기 15세~29세 취업자 3만8천명으로 하락. 고용률도 40%대 수준으로 내려앉았다. 작년 하반기 대비 2천명 감소했다.

전국 '쉬었음 청년' 더욱 심각. 지난달 국가데이터포트 발표 자료에 따르면 일과 구직활동을 중단한 청년 40만9천명을 초과했다. 전년 동월 대비 전체 취업자는 31만2천명 증가했으나, 청년층(15세~29세) 취업자는 14만6천명 감소했다. 청년 고용률 45.1%로 17개월 연속 하락세를 지속했다.

◆ 맞춤형 지원책 강조, 인턴 채용 확대 촉구

서지영 의원(더불어민주당, 인천 서구 가정1~3동·신현원창동)은 26일 서구의회 행정사무감사에서 청년 취업 지원 사업 조속한 추진을 주문했다. 체계적 직업훈련과 취업을 연계한 맞춤형 지원책 필요성을 강조했다.

서지영 의원은 "외환시장 급변과 AI시대 진입으로 고용구조 전반 변화. 지자체 차원의 시대 맞춤형 직업훈련과 취업 연계 지원책 마련 필수"라고 지적했다. 청년 인턴 채용 확대를 직접 언급. "서구 청년층 인구 17만명인데 서구청 청년 인턴 채용은 10명에 불과. 관계 기관 협업 통해 채용 규모 확대 시급"이라고 촉구했다.

서지영 의원은 또한 "쉬었음 청년 증가 추세, 사회 재진입 시기 놓치면 고립·은둔 상태 우려. 청년층 지원이 지역 균형 발전과 경제성장의 원동력"이라며 청년 정책 사업 집행률 제고와 홍보 방안 확대를 촉구했다.

◆ 다각적 민생행보 전개

서지영 의원은 지난 5월 「인천광역시 서구 사회적 고립청년 지원에 관한 일부개정조례안」을 대표 발의했다. 지난 10월에는 <쉬었음 청년 회복·지원 간담회>와 <청년 인턴 의견 청취 간담회>를 진행했다. 청년 취업 지원 정책의 실질적 개선을 위한 활동을 지속하고 있다.

◆ Youth Employment in Incheon Seo-gu Drops 2,000

Youth employment situation deteriorated in Incheon Seo-gu. In the second half of 2024, 40,000 youth aged 15-29 secured employment with a 42.3% employment rate. In the first half of 2025, youth employment fell to 38,000. The employment rate dropped to the 40% level. This represents a 2,000-person decline from the second half of last year.

National trend of inactive youth worsens. According to data released last month by the National Data Portal, youth who discontinued work and job-seeking activities exceeded 409,000. While total employment nationwide increased 312,000 year-on-year, youth employment (ages 15-29) declined 146,000. The youth employment rate stood at 45.1%, marking 17 consecutive months of decline.

◆ Councilwoman Seo Emphasizes Customized Support, Urges Intern Hiring Expansion

Councilwoman Seo Ji-young (Democratic Party, Incheon Seo-gu Gajung Wards 1-3 and Sinhyeon Wonchang-dong) stressed urgent implementation of youth employment support projects during the Seo-gu Council administrative audit on the 26th. She emphasized the necessity of customized support measures linking systematic vocational training with employment.

Councilwoman Seo stated: "Rapid foreign exchange market changes and entry into the AI era transform overall employment structures. Local government-level customized vocational training and employment-linked support measures are essential." She directly addressed youth intern hiring expansion. "The Seo-gu youth population reaches 170,000, yet Seo-gu Office employs only 10 youth interns. Expansion of hiring scale through cooperation with related agencies is urgent," she urged.

Councilwoman Seo further stated: "Increasing trend of inactive youth; missing the window for social reentry risks isolation and reclusion. Youth support serves as a driving force for regional balanced development and economic growth." She urged improved project execution rates for youth support policies and expanded promotional measures.

◆ Comprehensive Civic Engagement Activities

Councilwoman Seo sponsored "Partial Amendment Ordinance on Support for Socially Isolated Youth in Incheon Seo-gu" in May. She conducted <Forum for Youth Recovery and Support> and <Youth Intern Opinion Hearing Forum> in October. She continues activities for substantive improvement of youth employment support policies.
