◆수상과 의의

인천광역시의회(의장 정해권)가 행정안전부 주관 '2025년 지방의회 우수사례 경진대회'에서 우수상을 수상했다. 지난 24일 발표했다. 전국 100개 이상 지방의회 중 본선 진출 12개 의회 중 최종 입상 의회로 선정됐다. 경진대회는 지방의회가 1년에 한 차례만 참가할 수 있는 행사다.

◆시민 입법 교육의 성과

인천시의회는 2023년부터 경인교육대학교 평생교육원, 인천평생교육진흥원과 협약해 '시민참여조례입법아카데미'를 운영했다. 시민들이 직접 조례안을 작성하도록 지원했다. 주요 성과로 2023년 수강생들이 작성한 '계양구 플랫폼 노동자 지원에 관한 조례안'이 계양구의회에 제안되어 실제 조례로 제정됐다. 2023년 11월 타운홀미팅에서 제안된 '조례입법영향분석' 제도는 2024년 7월 '인천광역시 조례입법영향분석 조례'로 제정·공포되어 정식 제도화됐다.

◆활성화 전략과 향후 계획

다만 인천의 주민조례발안청구는 2건에 불과해 한계를 드러냈다. 인천시의회는 2024년 주민조례발안제도 활성화를 위해 군·구의회 담당공무원 연찬회, 주민 대상 설명회, 시의원 특강을 실시해 시민 이해와 소통을 강화했다. 시민들의 생활 경험을 정책 아이디어·조례안으로 제안받아 우수작을 선정·시상하는 '시민참여 우수조례안 공모전' 관련 조례 개정도 추진 중이다. 정해권 의장은 "내년에는 '시민참여 우수조례안 공모전', '군·구 순회 타운홀 미팅' 등으로 시민이 주인인 진정한 주민자치를 실현하겠다"고 말했다.

The council announced the win on November 24. It was selected as one of the final award-winning councils among 12 councils that advanced to the finals from over 100 local councils nationwide. The competition represents an event that local councils can participate in only once per year.

◆Achievements of Citizen Legislative Education

Incheon City Council has operated the 'Citizen Participation Ordinance Legislative Academy' through partnerships with Gyeongin National University of Education's Lifelong Education Center and Incheon Lifelong Education Promotion Center since 2023. The program supported citizens in directly drafting ordinances. A major achievement came when a 2023 participant-drafted ordinance on 'Support for Platform Workers in Gyeyang-gu' was submitted to Gyeyang-gu Council and enacted as formal legislation. An 'Ordinance Legislative Impact Analysis' proposal presented at a town hall meeting in November 2023 was enacted and promulgated as the 'Incheon Metropolitan City Ordinance Legislative Impact Analysis Ordinance' in July 2024, becoming institutionalized as formal procedure.

◆Activation Strategies and Future Plans

However, Incheon's resident ordinance proposal petitions totaled only two cases, revealing limitations. To activate the resident ordinance proposal system in 2024, Incheon City Council strengthened citizen understanding and communication through gun-gu council official workshops, resident briefing sessions, and city councilor special lectures. The council is also pursuing amendments to ordinances related to the 'Citizen Participation Excellent Ordinance Competition,' which collects citizen proposals from real-life experiences as policy ideas and ordinance drafts, then selects and awards outstanding entries. Chairman Jung Hae-kwon stated, "Next year, through initiatives like the 'Citizen Participation Excellent Ordinance Competition' and 'Gun-gu Traveling Town Hall Meetings,' we will realize genuine resident autonomy where citizens are the primary stakeholders."
