◆ WHO 글로벌 바이오 교육 개최
시흥시(시장 임병택)는 보건복지부와 세계보건기구(WHO)가 공동 추진하는 '글로벌 바이오 인력양성 허브(GTH-B)' 프로그램의 하나로, 11월 3일부터 7일까지 서울대 시흥캠퍼스 내 경기시흥 SNU 제약바이오인력양성센터에서 '항체의약품 생산공정 실습교육'을 진행한다. 이번 교육에는 방글라데시, 필리핀, 파키스탄, 우즈베키스탄 등 12개국 20명의 교육생이 참가한다. 교육생들은 1주간의 온라인 이론 교육을 통해 항체의약품 전주기 가치사슬(Value Chain)을 학습한 후, 시흥 현장에서 품질관리(QC) 중심의 실무형 실습을 통해 글로벌 수준의 기술 역량을 강화한다.
◆ 교육 프로그램 내용
경기시흥 SNU 제약바이오인력양성센터는 WHO 글로벌 바이오 인력양성 허브 사업의 국내 핵심 교육기관으로, 항체의약품 제조 및 품질관리 분야의 전문 인력 양성을 담당하고 있다. 교육과정은 품질관리 체계 확립, 불순물 분석, 단백질 정제, 세포 기반 분석, 무균시험 등 산업현장에서 요구되는 기술을 중심으로 구성됐다. 5일 차에는 가상현실(VR) 기반 무균제조 실습 프로그램이 새롭게 도입된다. 미국 현장 전문가들이 제작한 74개 주제의 VR 프로그램을 실습과 접목해, 최신 GMP(의약품 제조 및 품질관리 기준)에 따른 실습을 진행하며, 실제 제조 현장에서 발생할 수 있는 다양한 상황을 안전하게 학습할 수 있다. 이를 통해 시흥시는 스마트 실습 기반의 첨단 바이오 교육도시로서 입지를 더욱 공고히 할 것으로 기대된다. 이번 교육에는 국내 바이오기업 전문가와 전문 강사진이 함께 참여해 현장 중심의 맞춤형 실습을 진행하며, 교육생들이 글로벌 표준에 부합하는 생산 및 품질관리 역량을 갖출 수 있도록 지원한다.
◆ 향후 계획
우리나라는 2022년 WHO로부터 글로벌 바이오 인력양성 허브(GTH-B)로 지정된 이후 중·저소득국의 백신 및 바이오의약품 생산역량 강화를 지원해왔다. 시는 2023년 7월 보건복지부가 발표한 '글로벌 바이오 캠퍼스' 중 하나로 공식 지정되며, 이후 WHO 글로벌 바이오 인력양성 허브 사업의 국내 거점으로서 교육·훈련 인프라 구축을 본격 추진해왔다. 경기시흥 SNU 제약바이오인력양성센터는 WHO, 보건복지부, 국제백신연구소(IVI) 등과 협력해 국제 현장형 교육 플랫폼으로서의 역할을 강화하고, 축적된 지식과 네트워크를 기반으로 국내외 바이오 인력 교류 및 기술 확산의 중심지로 발전해 나갈 계획이다. 임병택 시흥시장은 "이번 WHO 글로벌 인력양성 교육은 시흥이 세계 바이오산업 교육의 중심으로 도약하고 있음을 보여주는 의미 있는 성과"라며, "앞으로도 경기시흥 SNU 제약바이오인력양성센터를 중심으로 글로벌 협력과 교육 기회를 확대해, 인재가 모이고 기술이 발전하는 세계 수준의 바이오 혁신 도시로 성장시켜 나가겠다"고 말했다.

◆ WHO Global Bio Education Held
Siheung City (Mayor Lim Byung-taek) will conduct 'Antibody Drug Production Process Practice Education' at the Gyeonggi Siheung SNU Pharmaceutical Bio Workforce Training Center within Seoul National University Siheung Campus from November 3 to 7 as part of the 'Global Training Hub for Biomanufacturing (GTH-B)' program jointly promoted by the Ministry of Health and Welfare and the World Health Organization (WHO). 20 trainees from 12 countries including Bangladesh, Philippines, Pakistan, and Uzbekistan will participate in this education. After learning the antibody drug full-cycle value chain through one week of online theoretical education, trainees will strengthen their global-level technical capabilities through practical training centered on quality control (QC) at the Siheung site.
◆ Education Program Content
The Gyeonggi Siheung SNU Pharmaceutical Bio Workforce Training Center is the domestic core educational institution for the WHO Global Bio Workforce Training Hub project and is responsible for training professional personnel in antibody drug manufacturing and quality control fields. The curriculum consists of technologies required at industrial sites, including quality control system establishment, impurity analysis, protein purification, cell-based analysis, and sterility testing. A virtual reality (VR)-based aseptic manufacturing practice program will be newly introduced on Day 5. By integrating VR programs on 74 topics created by US field experts with practice, training according to the latest GMP (Good Manufacturing Practice) standards will be conducted, allowing safe learning of various situations that may occur at actual manufacturing sites. Through this, Siheung City is expected to further solidify its position as a smart practice-based advanced bio education city. Domestic bio company experts and professional instructors will participate together in this education to conduct field-oriented customized practice, supporting trainees to acquire production and quality control capabilities that meet global standards.
◆ Future Plans
Korea has supported strengthening vaccine and biopharmaceutical production capabilities in low- and middle-income countries since being designated as a Global Training Hub for Biomanufacturing (GTH-B) by WHO in 2022. The city was officially designated as one of the 'Global Bio Campuses' announced by the Ministry of Health and Welfare in July 2023, and has since been actively promoting the establishment of education and training infrastructure as a domestic base for the WHO Global Bio Workforce Training Hub project. The Gyeonggi Siheung SNU Pharmaceutical Bio Workforce Training Center plans to strengthen its role as an international field-type education platform in cooperation with WHO, the Ministry of Health and Welfare, and the International Vaccine Institute (IVI), and to develop into a hub for domestic and international bio workforce exchange and technology dissemination based on accumulated knowledge and networks. Siheung City Mayor Lim Byung-taek said "This WHO global workforce training education is a meaningful achievement showing that Siheung is leaping forward as the center of world bio industry education" and "We will continue to expand global cooperation and educational opportunities centered on the Gyeonggi Siheung SNU Pharmaceutical Bio Workforce Training Center, growing into a world-class bio innovation city where talent gathers and technology develops."
