◆ 출생아 증가 및 정책 추진

고양특례시(시장 이동환)는 올해 1~9월 출생아 수가 4,102명으로 전년 동기보다 5.6% 늘어 저출생 극복의 청신호를 밝혔다고 밝혔다. 시는 최근 출산율 반등을 구조적 효과로 만들기 위해 저출생 대비 공약 실천 계획을 기반으로 인구정책을 추진하고 있다. 시는 공감대를 넓혀 인구문제 대응 전략을 모색하는 등 사회적 환경 조성에 집중한다. 이동환 고양특례시장은 "급변하는 인구구조 변화에 대응하기 위해 사회 전반의 역량을 키우고 있다"며 "결혼과 출산, 양육이 행복한 선택이 되고 건강한 노후가 보장되도록 모든 세대의 더 나은 삶을 위해 노력을 이어 나가겠다"고 말했다.

◆ 인구정책 시행계획 및 지원사업

고양시는 정부가 수립한 제4차 저출산·고령사회 기본계획을 토대로 지역 특색을 반영한 맞춤형 인구정책을 수립하고, 장기적인 관점에서 추진해 나가고 있다. 2025 고양시 인구정책 시행계획은 전 생애주기에 걸친 돌봄 서비스와 교육·훈련 등 삶의 기반 강화에 힘쓰고 있다. ◆ 민관 협력 사업 및 향후 계획

고양시는 민관이 함께 협력해 다양한 시민 참여형 인구정책 사업을 진행한다. 시는 고양동부새마을금고와 '출생 축하 아기통장 발급 지원 협약'을 체결한 지 6년째로 꾸준하게 사업을 이어오고 있다. 이 사업은 고양시에 출생신고를 한 가구가 출생아 명의 통장을 개설할 경우, 1인당 10만 원을 지원한다. 9월 말 기준 누적 지원 대상자는 3,509명, 총 지원금은 약 3억 2천 5백여만 원에 달한다.
