◆ 착공 준비 진행

◆ 사업 개요
이 사업은 남동구 구월동 1455번지 옛 롯데백화점 인천점이 있던 자리에 백화점을 철거하고 지하 6층, 지상 32층 2개동과 지상 37층 2개동 주상복합시설을 짓는 것이다. 연면적 13만5천㎡ 규모로, 총사업비는 약 7천200억원이다. 현재 주택 수는 480세대로 계획돼 있는데, 설계변경 심의를 통해 일부 증가할 수 있다. 시행사는 남동구청에 옛 롯데백화점 지하부 철거를 위한 건축물 해체 심의 결과를 기다리고 있다. 내년 1월께 지하부 철거와 지상부 공사를 동시에 시작하고, 두 달 뒤인 3월께 분양에 나설 것으로 보인다.
◆ 사업 경과
옛 롯데백화점은 2013년 인천·부천에서 롯데의 독점이 우려된다는 이유로 공정거래위원회로부터 독과점 방지 시정명령을 받고 6년이 지난 2019년 최종 폐업했다. 같은해 엘리오스구월㈜(현 예술회관역복합개발프로젝트㈜)이 건물을 매입해 복합쇼핑몰로 리모델링할 계획이었지만, 코로나19 여파로 공사가 중단됐다. 시행사는 복합쇼핑몰이 아닌 주상복합 단지로 조성하는 내용으로 사업계획을 변경했고, 인천시는 2022년 3월 '인천시 공공기여 사전협상 제도' 1호 사업으로 지정했다. 당시 최대 44층으로 계획돼 있어 바로 앞 인천경찰청에서 헬기장 이착륙 문제가 발생한다며 제동을 걸었다. 여기에 러-우크라 전쟁에 따른 공사비 상승, 부동산PF 금리 급등, 건설경기 침체 등 사업 추진이 난항을 겪었다. 지난해 연면적 13만6천㎡ 규모의 주상복합 31층 2개동, 37층 2개동을 조성하는 조건으로 남동구로부터 주택건설사업계획 승인을 받아 사업이 본궤도에 올랐다. 현재는 건축물 지상부가 모두 철거된 상태다.
◆ 향후 계획
예술회관역복합개발프로젝트㈜ 관계자는 "국토안전관리원과 남동구청으로부터 건축물 해체 심의를 받는 데 시간이 다소 걸렸지만, 조만간 최종 결과가 나올 예정"이라며 "내년 1월 착공계 제출, 3월 분양을 목표로 시공사와 협의를 진행하고 있다"고 말했다.

◆ Project History
The former Lotte Department Store received a monopoly prevention corrective order from the Fair Trade Commission in 2013 due to concerns about Lotte's monopoly in Incheon and Bucheon, and finally closed in 2019, 6 years later. In the same year, Elios Guwol Co., Ltd. (now Art Center Station Complex Development Project Co., Ltd.) purchased the building and planned to remodel it into a complex shopping mall, but construction was halted due to the COVID-19 aftermath. The developer changed the business plan to create a mixed-use complex instead of a complex shopping mall, and Incheon City designated it as the first project under the 'Incheon City Public Contribution Pre-Negotiation System' in March 2022. At the time, it was planned to be up to 44 stories, and the Incheon Police Agency, located right in front, put on the brakes, citing helicopter landing and takeoff issues. Currently, all above-ground structures have been demolished.
◆ Future Plans
An official from Art Center Station Complex Development Project Co., Ltd. said "It took some time to receive building demolition reviews from the Korea Authority of Land & Infrastructure Safety and Namdong-gu Office, but final results are expected soon" and "We are in consultation with the construction company with the goal of submitting a construction notification in January next year and sales in March."
