한국가스공사(사장 최연혜)는 한국에너지공단(이사장 이상훈)과 '건물부문 온실가스 감축 상생협력(CEMP) 사업을 위한 업무협약'을 체결했다고 28일 밝혔다.
에너지공단이 운영하는 CEMP는 기업 사회공헌 사업과 온실가스 감축 활동을 동시에 실현하는 제도다. 참여 기업은 사업 추진을 통한 탄소 감축량 평가와 외부감축사업 등록을 거쳐 탄소 배출권을 획득하게 된다.
가스공사는 2018년부터 에너지 효율 향상 의무화 제도(EERS) 시범 사업 일환으로 취약계층 대상 고효율 가스보일러 교체를 지원해 왔다.
이 사업은 에너지 가격 상승에 따른 취약계층 난방비 부담 완화에 초점을 둔 에너지 복지 프로젝트다. 가스공사는 올해부터 2027년까지 3년간 기부금 150억 원을 투입해 전국 저소득 가구 및 사회복지시설 1만여 곳에 고효율 가스보일러 설치를 지원한다.
가스공사와 에너지공단은 이 사업이 사회공헌과 온실가스 감축을 연계하는 CEMP 취지에 부합하고 외부감축사업 등록으로 탄소 배출권도 확보할 수 있다는 점 등에 주목해 이번 협약을 추진했다.
양 기관은 이 협약을 통해 ▲취약계층 에너지 복지 향상 등 사업 지속 추진 ▲건물 부문 외부감축사업 등록 및 감축 실적 활용 등에 상호 협력하기로 했다.
가스공사는 취약계층 보일러 교체 사업에 대한 연간 실적 데이터를 취합 및 검토하고 에너지공단은 이를 토대로 외부감축사업 등록 컨설팅 지원 업무를 맡는다.
가스공사 관계자는 "이번 협약으로 기업의 사회적 책임 완수는 물론 국가 온실가스 감축을 통한 탄소 배출권 확보까지 두 마리 토끼를 잡을 수 있을 것으로 기대된다"고 밝혔다.
이어 "앞으로도 가스공사는 국가 에너지 혁신을 선도하는 공기업으로서 정부 국정과제인 '지속 가능 미래를 위한 탄소중립 실현'을 충실히 이행하며 국민 에너지 복지 향상에 최선을 다하겠다"고 덧붙였다.

Korea Gas Corporation (President Choi Yeon-hye) announced on the 27th that it signed a 'business agreement for the building sector greenhouse gas reduction win-win cooperation (CEMP) project' with Korea Energy Agency (Chairman Lee Sang-hoon).
CEMP operated by the Energy Agency is a system that simultaneously realizes corporate social contribution projects and greenhouse gas reduction activities. Participating companies obtain carbon emission rights through carbon reduction evaluation through project promotion and external reduction project registration.
Korea Gas Corporation has been supporting replacement of high-efficiency gas boilers for vulnerable groups as part of the Energy Efficiency Resource Standard (EERS) pilot project since 2018.
This project is an energy welfare project focused on alleviating heating cost burden for vulnerable groups due to energy price increases. Korea Gas Corporation will invest 15 billion won in donations over three years from this year to 2027 to support installation of high-efficiency gas boilers in about 10,000 low-income households and social welfare facilities nationwide.
Korea Gas Corporation and Energy Agency promoted this agreement noting that this project meets the CEMP purpose of linking social contribution and greenhouse gas reduction and can secure carbon emission rights through external reduction project registration.
The two organizations agreed to mutually cooperate in ▲continuous promotion of projects such as improving energy welfare for vulnerable groups ▲registration of external reduction projects in the building sector and utilization of reduction performance through this agreement.
Accordingly, Korea Gas Corporation will collect and review annual performance data on boiler replacement projects for vulnerable groups, and the Energy Agency will be in charge of external reduction project registration consulting support work based on this.
A Korea Gas Corporation official stated, "This agreement is expected to catch two rabbits: fulfilling corporate social responsibility as well as securing carbon emission rights through national greenhouse gas reduction."
He added, "Korea Gas Corporation will continue to faithfully implement the government's national task of 'realizing carbon neutrality for a sustainable future' as a public enterprise leading national energy innovation and do its best to improve national energy welfare."
