서울시 국민의힘 소속 구청장 15명이 22일 정부의 서울 전역 토지거래허가제 지정에 대해 즉각 철회를 촉구했다.
이들은 이날 서울시청에서 공동성명을 발표하고 "정부의 일방적이고 포괄적인 규제는 지방자치의 근간을 훼손하고 주민의 재산권을 침해하는 조치"라고 밝혔다.
성명서 발표에 참여한 곳은 송파, 강남, 서초, 강동, 광진, 동대문, 양천, 영등포, 동작, 중구, 종로, 서대문, 용산, 도봉, 마포구 등 15개 자치구다. 서울시 25개 자치구 중 더불어민주당 소속 10개구는 성명서에 동의하지 않았다.
구청장들은 "토지거래허가제는 사유재산에 대한 가장 강력한 제재인 만큼 극히 예외적으로 필요한 지역에 한정해 핀셋형으로 적용해야 한다"며 "이번 지정은 서울시 및 자치구와의 협의 없이 일방적으로 결정된 것으로 지방자치의 협력 구조를 무시한 결정"이라고 지적했다.
성명서는 "서울시와 자치구는 이미 재개발·재건축 등 주택공급 확대를 위한 신속통합기획 등 제도적 지원을 강화하고 있다"며 "부동산 안정은 규제 강화가 아닌 공급 확대와 행정 지원을 통해 이뤄져야 한다"고 강조했다.
15개 자치구 구청장들은 ▲토지거래허가구역 지정의 즉각 철회 또는 최소화 ▲정부·서울시·자치구 3자 정책협의체 구성 ▲현장의 목소리를 반영한 규제 완화 중심의 대책 마련을 요구했다.
서강석 송파구청장(구청장협의회장)은 "지방 정부와의 충분한 논의 없이 추진된 규제 중심의 부동산 대책은 전면 재검토돼야 한다"며 "중앙정부와 서울시 자치구가 주민의 주거 안정과 지역 균형 발전을 위해 협력해 나가길 기대한다"고 말했다.

The district heads pointed out that "the land transaction permit system is the strongest restriction on private property, so it should be applied in a pinpoint manner, limited to areas where it is exceptionally necessary," and "this designation was decided unilaterally without consultation with Seoul City and autonomous districts, ignoring the cooperative structure of local autonomy."
The statement emphasized that "Seoul City and autonomous districts are already strengthening institutional support such as rapid integrated planning to expand housing supply through redevelopment and reconstruction" and "real estate stability should be achieved through supply expansion and administrative support, not through strengthening regulations."
The 15 district heads demanded ▲immediate withdrawal or minimization of the land transaction permit zone designation ▲establishment of a tripartite policy consultation body among the government, Seoul City, and autonomous districts ▲preparation of measures centered on regulatory easing that reflect voices from the field.
Seo Gang-seok, Songpa District Head (Chairman of the District Heads Council), said "real estate measures centered on regulations promoted without sufficient discussion with local governments should be completely reconsidered" and "I hope the central government, Seoul City, and autonomous districts will cooperate together for residents' housing stability and balanced regional development."
