경기도가 젠더폭력 피해자의 신변 보호와 안전한 일상회복을 위해 장·단기 주거지원부터 퇴소 후 연계서비스까지 통합 지원체계를 마련했다고 16일 밝혔다.

도는 긴급 보호가 필요한 피해자를 위해 안전숙소 8곳, 긴급주거 지원 6곳, 임대주택 주거지원 4곳, 가정폭력 피해자 보호시설 12곳, 성폭력 피해자 보호시설 4곳 등 총 34곳의 장·단기 임시숙소를 운영하고 있다.

안전숙소 5일·긴급주거 30일 지원

안전숙소는 112신고 후 보호가 필요한 피해자에게 5일간 임시 거주지를 제공한다. 긴급주거나 임대주택 주거지원은 피해자들에게 각각 최대 30일, 3개월 동안 거주할 수 있는 공간을 지원한다. 심의 절차를 거쳐 모두 1회 연장 가능하다. 긴급주거 지원은 최대 15명까지, 임대주택 주거지원은 최대 13명까지 수용할 수 있다. 현재까지 신청자는 모두 입소한 상태다.

숙박비·이사비·CCTV 설치 지원

도는 경기도형 긴급 안전지원으로 주거지원을 받기 어려운 피해자들에게 숙박비·이사비, 자동차 번호 변경, CCTV 설치 및 보안물품 등을 지원한다. 피해자가 가해자의 추적에서 벗어나 안전하게 생활할 수 있도록 돕는다. 장애인 피해자나 어린 자녀가 있는 피해자에게 심리상담, 병원 치료, 경찰 조사·재판 출석 지원과 같은 긴급 돌봄도 제공한다.

보호시설 연계…최대 2년 지원

단기적 주거지원이 끝났는데도 거주할 공간을 찾지 못한 피해자는 가정폭력·성폭력 피해자 보호시설로 연계된다. 가정폭력 피해자 보호시설은 단기 6개월 이내(3개월 범위 내 2차례 연장 가능), 장기 최대 2년 이내 지원한다. 성폭력 피해자 보호시설은 원칙 1년 이내(1년 6개월 범위에서 1회 연장 가능) 숙식 제공, 심리상담 및 치료, 질병 의료지원, 수사·재판 서비스 등을 지원한다. 보호시설은 전국의 가정폭력·성폭력 피해자가 지역 제한 없이 입소할 수 있다.

퇴소자립지원금 최대 2천만원 지급

도는 단순한 주거지원에 그치지 않고, 퇴소 후 지속가능한 생활 안정을 위해 다양한 연계서비스도 지원한다. 가정폭력 피해자 보호시설 입소자(입소기간 4개월 이상, 자립을 위한 준비가 필요한 경우)에게 인당 500만 원(동반아동은 250만 원)의 퇴소자립지원금 및 직업훈련비, 학원비, 교통비 등을 지원한다. 성폭력 피해자 보호시설 입소자가 6개월 이후 퇴소할 경우 인당 1회 2천만 원의 퇴소자립지원금과 50만 원의 퇴소자립지원수당을 60개월에 걸쳐 지급한다.

법률·의료·심리치유 등 맞춤형 서비스

경기도젠더폭력통합대응단은 한국여성변호사협회, 한국토지주택공사(LH), SK쉴더스 등과 업무협약(MOU)을 통해 법률구조·의료비 지원·심리치유 프로그램·통역 등 맞춤형 통합 서비스를 지원하고 있다. 피해자가 주거시설 퇴소 후에도 안정적으로 생활할 수 있도록 주기적 모니터링과 전문상담도 진행하고 있다.

민간경호 지원사업 시범 도입

올해부터는 경찰력만으로는 한계가 있는 피해자 보호를 위해 민간경호 지원사업을 시범 도입한다. 피해자의 출퇴근·외출 시 안전을 보장하기 위한 조치로, 경찰청 협의와 전문가 심의위원회를 거쳐 꼭 필요한 대상자에게 지원하고 있다.

김진효 여성정책과장은 "피해자의 주거 안정과 신변 안전을 위해 임시숙소 운영, 퇴소자 자립지원, 민간경호 시범사업 등 단계적 지원체계를 마련했다"며 "피해자들이 안정적인 생활 기반을 마련하고 일상을 되찾을 수 있도록 주거·자립·안전 지원을 지속적으로 확대해 나가겠다"고 말했다.

The province supports accommodation fees, moving costs, vehicle number changes, CCTV installation, and security items for victims who have difficulty receiving housing support through Gyeonggi-style emergency safety support. It helps victims escape from perpetrators' tracking and live safely. Emergency care such as psychological counseling, hospital treatment, and police investigation/trial attendance support is also provided to victims with disabilities or young children.

Link to Protection Facilities…Support for Up to 2 Years

Victims who cannot find a place to live even after short-term housing support ends are linked to domestic violence and sexual violence victim protection facilities. Domestic violence victim protection facilities provide short-term support within 6 months (extendable twice within 3 months) and long-term support up to 2 years. Sexual violence victim protection facilities provide meals and lodging, psychological counseling and treatment, disease medical support, and investigation/trial services within 1 year in principle (extendable once within 1 year and 6 months). Protection facilities can admit domestic violence and sexual violence victims nationwide without regional restrictions.

Self-Reliance Support Funds of Up to 20 Million Won

The province supports not just simple housing but also various linkage services for sustainable living stability after discharge. It provides self-reliance support funds of 5 million won per person (2.5 million won for accompanying children) and vocational training fees, academy fees, and transportation fees to residents of domestic violence victim protection facilities (with a stay period of 4 months or more who need preparation for self-reliance). Sexual violence victim protection facility residents who leave after 6 months receive self-reliance support funds of 20 million won once per person and self-reliance support allowances of 500,000 won over 60 months.

Customized Services Including Legal, Medical, and Psychological Healing

The Gyeonggi Province Gender Violence Integrated Response Team provides customized integrated services such as legal aid, medical expense support, psychological healing programs, and interpretation through business agreements (MOUs) with the Korean Women Lawyers Association, Korea Land & Housing Corporation (LH), and SK Shieldus. Periodic monitoring and professional counseling are also conducted so that victims can live stably even after leaving residential facilities.

Pilot Introduction of Private Security Support Project

From this year, a private security support project is being piloted to protect victims where police power alone has limitations. As a measure to ensure the safety of victims during commuting and going out, support is provided to those who need it most through consultation with the National Police Agency and an expert review committee.

Kim Jin-hyo, Director of Women's Policy Division in Gyeonggi Province, said, "We have established a step-by-step support system including temporary shelter operation, self-reliance support for discharged persons, and private security pilot project for victims' housing stability and personal safety," adding, "We will continue to expand housing, self-reliance, and safety support so that victims can establish a stable living foundation and regain their daily lives."
