인천광역시의회 의원연구단체인 '인천형 키즈카페 활성화 연구회(대표의원 이단비)'가 28일 공공형 키즈카페 확충 방향을 논의했다.
연구회는 최근 시의회 건설교통위원회 세미나실에서 이단비 의원(국·부평구3), 인천시 영유아정책과장, 학계 관련자, 보육 전문가, 민간 키즈카페 운영자 등이 참석한 제1차 간담회를 개최했다.
◆ 공공형 키즈카페 전무한 인천, 조성 필요성 공감
간담회는 인천지역 내 공공형 키즈카페가 없는 현실을 공유하고, 돌봄·휴식·소통이 가능한 공공형 키즈카페 조성 필요성을 논의하기 위해 마련됐다. 참석자들은 민간 중심 운영 실태, 지역별 접근성 불균형 문제, 보육 사각지대 해소를 위한 공공형 시설 도입 필요성 등을 논의했다.
이대형 경인교육대학교 교수는 "키즈카페는 아동 발달을 촉진하고 가족 간 유대감을 높이는 생활밀착형 교육 공간으로 발전해야 한다"며 "지역 내 유치원·어린이집·학교와 연계한 프로그램을 도입한다면 놀이와 배움이 결합된 지역기반 교육플랫폼으로 자리매김할 수 있다"고 제안했다.
이단비 의원은 "아이와 부모가 함께 머물 수 있는 공간은 단순한 복지가 아니라 아이 키우기 좋은 도시 인천의 기본 인프라"라며 "시와 교육청, 민간 등이 협력해 지역별 맞춤형 공공형 키즈카페 모델을 구축하고, 보육·문화·휴식이 조화된 가족 중심 복합공간으로 발전시키겠다"고 밝혔다.
연구회는 현장 방문, 전문가 초청 세미나, 타 지자체 우수사례 비교 연구 등을 단계적으로 추진하고, 인천시 실정에 맞는 공공형 키즈카페 조성 방향과 정책 제안서를 마련할 계획이다.

The research group recently held its first meeting at the Construction and Transportation Committee seminar room of the city council, attended by Council Member Lee Dan-bi (Bupyeong-gu 3), Incheon City's Early Childhood Policy Division Director, academic officials, childcare experts, and private kids cafe operators.
◆ Incheon without public kids cafes, consensus on need for establishment
The meeting was arranged to share the reality that there are no public kids cafes in Incheon and discuss the necessity of creating public kids cafes where care, rest, and communication are possible. Participants discussed private-centered operation status, regional accessibility imbalance issues, and the necessity of introducing public facilities to eliminate blind spots in childcare. Professor Lee Dae-hyung of Gyeongin National University of Education suggested, "Kids cafes should develop as life-oriented educational spaces that promote child development and enhance family bonds" and "if programs linked with local kindergartens, daycare centers, and schools are introduced, they can establish themselves as community-based educational platforms combining play and learning."
Council Member Lee Dan-bi stated, "A space where children and parents can stay together is not simple welfare but basic infrastructure for Incheon as a good city to raise children" and "we will cooperate with the city, education office, and private sector to build customized public kids cafe models by region and develop them into family-centered complex spaces harmonizing childcare, culture, and rest." The research group plans to systematically pursue field visits, expert invitation seminars, and comparative research on excellent cases from other local governments, and prepare a policy proposal for creating public kids cafes suitable for Incheon's situation.
