◆조건만남 명목 로맨스 스캠 범행

경기북부경찰청 형사기동대는 전기통신금융사기특별법 위반 등 혐의로 피의자 15명 중 11명을 구속 송치했다고 28일 밝혔다. 이들은 지난해 8월부터 올해 9월까지 캄보디아 범죄단지에서 여성을 사칭, 조건만남 등을 명목으로 피해자들로부터 돈을 가로채는 이른바 '로맨스스캠' 범행에 가담한 혐의를 받고 있다. 현재까지 확인된 피해 규모는 피해자 36명, 피해금 16억원 상당이다. 1인당 최대 피해 금액은 2억1000만원이다.

◆조직적 범행…총책 중심 위계질서 갖춰

이들은 사회관계망서비스(SNS)에 이성만남 광고를 낸 후 이를 보고 연락해 온 피해자에게 여성인 척 채팅으로 유인했다. 이후 여성을 소개받기 위해서는 자신들이 개발한 조건만남 사이트에 회원가입과 인증을 받아야한다고 속였고 인증을 위한 돈을 요구했다. 3차례에 걸친 인증절차 과정에서 여러 게임에 성공하면 가입비를 돌려준다고 속여 피해자로부터 1인당 적게는 수십만원에서 많게는 수억원을 받아 챙겼다. 이들은 대부분 20~30대 남녀로 캄보디아 프놈펜 지역 명칭 '툴콕'을 의미하는 'TK'파로 스스로를 부르며 총책을 정점으로 한 지휘·통솔 체계를 갖췄다. 조직 운영을 총괄하는 총책, 이를 보좌하며 실무 전반과 인력 공급 등을 담당하는 총관리자, 각 파트 팀원의 근태를 관리하고 지시하는 팀장으로 구성됐다.

◆합숙하며 범행…현지 수사 당국에 체포

이들은 총책이 마련한 건물에서 2인 1조로 합숙했는데 프놈펜 툴콕지역의 13층 건물을 사용하다가 올해 8월 현지 단속을 피해 센소크 지역 7층 건물로 이전해 범행을 이어오던 중 현지 수사 당국에 의해 체포됐다. 상호 가명 사용, 근무 중 휴대전화 금지, 사진촬영 금지, 야간에는 커튼으로 외부차단, 다른 부서와의 업무내용 공유 금지 등의 규칙에 따라 생활했다. 이들은 경찰조사에서 경제적 이익을 목적으로 SNS 구직 광고나 조직원을 통해 범죄단체에 가입했다고 진술했으며 사기임을 알고도 범행을 지속한 것으로 조사됐다. 경찰은 검찰 송치 이후에도 현지에서 압수된 휴대전화 등에 대한 포렌식을 통해 공범과 사건 경위를 비롯해 추가 피해 여부에 대해서도 수사를 확대할 방침이다.

◆Romance Scam Crimes Under Pretext of Dating Services

The Criminal Mobile Unit of Gyeonggi Northern Provincial Police Agency announced on the 28th that it sent 11 out of 15 suspects to prosecution under arrest for violating the Special Act on Telecommunication Financial Fraud. These individuals are suspected of participating in so-called 'romance scam' crimes, impersonating women and stealing money from victims under the pretext of dating services at a criminal site in Cambodia from August last year to September this year. ◆Organized Crime...Hierarchical Structure Centered on Leader

They posted dating advertisements on social networking services (SNS) and lured victims who contacted them by chatting while pretending to be women. They then deceived victims into believing they needed to register and verify membership on a dating site they developed to be introduced to women, and demanded money for verification. During three verification procedures, they deceived victims into believing registration fees would be returned if they succeeded in various games, collecting anywhere from hundreds of thousands of won to hundreds of millions of won per person. Most of them are men and women in their 20s and 30s, calling themselves 'TK' gang, meaning 'Tuol Kok', the Phnom Penh area name in Cambodia, with a command and control system centered on the leader. They were organized with a leader overseeing overall operations, a general manager assisting and handling overall practical affairs and personnel supply, and team leaders managing and directing each part's team members' attendance.

◆Living Together While Committing Crimes...Arrested by Local Authorities

They lived together in pairs in buildings provided by the leader, using a 13-story building in the Tuol Kok area of Phnom Penh, then moved to a 7-story building in the Sensok area in August this year to avoid local crackdowns and continued their crimes before being arrested by local investigative authorities. They lived according to rules such as using pseudonyms with each other, prohibiting mobile phones during work, prohibiting photography, blocking outside views with curtains at night, and prohibiting sharing work contents with other departments. In police investigations, they stated they joined the criminal organization through SNS job advertisements or through gang members for economic gain, and it was investigated that they continued crimes knowing it was fraud. Police plan to expand investigations into accomplices, case details, and additional damages through forensics of mobile phones seized locally even after sending them to prosecution.
