경기도, ‘미군 반환공여구역 개발’ 실행 위한 추진계획 점검·논의

경기도가 14일 도북부청사에서 ‘경기도 미군 반환공여구역 개발 활성화 추진 전담조직(TF) 제2차 회의’를 열고 실행 계획을 점검했다.

김대순 행정2부지사 주재로 열린 이날 회의는 지난 8월 TF 발족 이후 마련한 주요 실행계획 점검을 위한 것으로 관련 실·국장과 미군 반환공여구역이 있는 의정부·파주·동두천·하남·화성시 등 5개시 부단체장, 경기도의회 조성환 기획재정위원장, 이영봉 도의원, 경기연구원 등 기관 관계자가 참석했다.

경기도는 앞으로 10년간 3,000억 원 규모의 개발기금을 조성해 토지매입비와 기반시설 조성비를 직접 지원하고, 규제완화·세제지원을 통해 사업 여건을 개선할 계획이다.

TF 2차 회의 개최

10년간 3천억 원 개발기금 조성

경기도는 앞으로 10년간 3,000억 원 규모의 개발기금을 조성해 토지매입비와 기반시설 조성비를 직접 지원하고, 규제완화·세제지원을 통해 사업 여건을 개선할 계획이다.

경기도는 KTX 파주 연장과 GTX-C 동두천 연장 등 교통망 확충을 병행해 경기북부의 접근성과 성장 잠재력을 높이고, 5개 시의 건의사항을 종합 검토해 제도개선도 병행할 계획이다.

내년부터 본격 기금 지원

경기도는 지난 10월 10일 제정된 '경기도 반환공여구역 개발기금 설치 및 운영에 관한 조례'를 바탕으로 내년부터 본격적인 기금 지원을 통해 개발을 활성화할 예정이다.

경기도는 교통·산업 인프라를 연계한 종합 개발전략을 통해 경기북부 균형발전 기반과 연계할 방침이다.

장기 미반환 지역 입법지원단 구성

경기도는 개발 가능한 반환공여구역 22개소(72㎢) 중 약 40%(29㎢)가 20년 이상 미반환 상태로 남아 있는 현실을 근본적으로 해결하기 위해, '장기 미반환 공여구역 국가 지원 확대'를 위한 입법지원단을 새로 구성한다.

입법지원단은 군형발전기획실장을 단장으로, 도와 시·군, 법률전문가가 함께 참여해 미반환 공여구역으로 어려움을 겪고 있는 지역에 대한 실질적 보상과 지원 근거를 마련하기 위한 법령 제·개정 등 제도적 기반을 마련한다.

경기도는 의정부시·동두천시 지역 국회의원과 협력해 추진할 계획이다.

제도개선 병행 추진

경기도는 지방세 감면과 규제완화 등 제도개선 과제도 함께 검토해 장기 미반환 지역의 개발 여건을 개선하는 방안을 병행 추진한다.

김대순 행정2부지사는 "미군 반환공여구역 개발은 단순한 도시개발이 아니라, 오랜 기간 국가 안보를 위해 희생해 온 지역의 재도약을 위한 과제이자 무한한 잠재력을 지니고 있는 경기북부를 기회의 땅으로 바꾸는 전환점이 될 것"이라고 말했다.

김 부지사는 "경기도가 주도적으로 재정지원과 제도개선을 추진해 실질적인 변화를 만들어가겠다"고 밝혔다.

Gyeonggi Province held the '2nd meeting of the task force (TF) dedicated to promoting the development and revitalization of US military returned granted areas in Gyeonggi Province' at the Northern Provincial Government Building on the 14th to review the action plan.

The meeting, chaired by Vice Governor for Administration Kim Dae-soon, was held to review major action plans prepared since the TF's launch in August, and was attended by relevant bureau directors, deputy heads of five cities including Uijeongbu, Paju, Dongducheon, Hanam, and Hwaseong where US military returned granted areas are located, Gyeonggi Provincial Council Planning and Finance Committee Chairman Cho Sung-hwan, Provincial Councilor Lee Young-bong, and officials from institutions such as Gyeonggi Research Institute.

300 billion won development fund over 10 years

Gyeonggi Province plans to create a development fund of 300 billion won over the next 10 years to directly support land purchase costs and infrastructure construction costs, and improve business conditions through deregulation and tax support.

Gyeonggi Province plans to expand transportation networks such as KTX Paju extension and GTX-C Dongducheon extension in parallel to increase accessibility and growth potential of northern Gyeonggi, and comprehensively review proposals from five cities to improve the system in parallel.

Full-scale fund support from next year

Gyeonggi Province plans to activate development through full-scale fund support from next year based on the 'Ordinance on the Establishment and Operation of Gyeonggi Province Returned Granted Area Development Fund' enacted on October 10.

Gyeonggi Province plans to link with the balanced development foundation of northern Gyeonggi through a comprehensive development strategy linking transportation and industrial infrastructure.

Formation of legislative support group for long-term unreturned areas

Gyeonggi Province will newly organize a legislative support group for 'expansion of national support for long-term unreturned granted areas' to fundamentally resolve the reality that about 40% (29㎢) of the 22 developable returned granted areas (72㎢) have remained unreturned for more than 20 years.

The legislative support group, led by the director of the balanced development planning office, will establish an institutional foundation such as enacting and revising laws and regulations to provide a basis for practical compensation and support for areas suffering from unreturned granted areas, with participation of provinces, cities and counties, and legal experts.

Gyeonggi Province plans to pursue this in cooperation with National Assembly members from Uijeongbu City and Dongducheon City.

Parallel promotion of system improvement

Gyeonggi Province will pursue measures to improve development conditions in long-term unreturned areas by reviewing system improvement tasks such as local tax reductions and deregulation together.

Vice Governor for Administration Kim Dae-soon said, "The development of US military returned granted areas is not simply urban development, but a task for the revival of regions that have sacrificed for national security for a long time and will be a turning point in turning northern Gyeonggi, which has unlimited potential, into a land of opportunity."

Vice Governor Kim said, "Gyeonggi Province will take the lead in promoting financial support and system improvement to create practical change."
