강화군 평화의 섬 조성 촉구
인천광역시의회 윤재상 의원(국민의힘·강화군)이 14일 열린 '제304회 임시회' 제1차 본회의 5분 자유발언에서 강화군을 평화의 섬으로 조성하기 위한 적극적인 정책 전환을 촉구했다.
윤재상 의원은 "강화군은 전형적인 농어촌지역임에도 불구하고 수도권이라는 이유로 각종 규제 등 불편을 감수하고 생활하고 있다"며 "정부로부터 특별한 지원이나 혜택에서 배제돼 왔다"고 말했다.
안보 불안 상존하는 최전방 지역
윤 의원은 "강화군은 북측이 가시거리 안에 들어오는 최북단 경계지역으로 안보 불안이 상존하고, 대북 확성기 방송과 부양풍선 등 긴장을 고조시키는 활동이 빈번하다"고 했다.
윤 의원은 "역사적으로 최전선의 군사적 역할을 수행하며 주민들이 큰 희생을 감내해 왔다"고 주장했다.
북한 핵폐기물로 관광산업 타격
윤 의원은 "최근 북한의 핵폐기물 방류는 강화군 해양과 관광산업에 심각한 타격을 줬고, 관광객 급감으로 지역경제가 위축되는 어려움이 가중되고 있다"고 말했다.
윤 의원은 "인천시와 정부가 나서서 강화군을 평화와 협력의 상징으로 전환해야 한다"고 강조했다.
평화 관광 자원 특성화 제안
윤 의원은 인천시 평화도시 조성에 관한 조례를 언급하며 "강화를 평화의 섬으로 조성하는 것은 선택이 아니라 반드시 포함해야 할 시장의 책무"라고 했다.
윤 의원은 "역사 유산과 자연환경을 평화 관광 자원으로 특성화해 세계인이 찾는 평화 체험의 섬, 남북 교류의 전초기지로 육성한다면 강화군은 평화경제의 중심지로 성장할 수 있다"고 말했다.
강화 발전 사업 조기 착공 기원
윤 의원은 "국립 강화고려박물관 유치와 인천경제자유구역 강화남단 추가 지정, 영종-강화평화대교 건설이 하루 속히 착공되기를 기원한다"고 덧붙였다.

Call for creation of Ganghwa-gun as an island of peace
Incheon Metropolitan City Council member Yoon Jae-sang (People Power Party, Ganghwa-gun) urged an active policy shift to create Ganghwa-gun as an island of peace in a 5-minute free speech at the first plenary session of the '304th extraordinary session' held on the 14th.
Assemblyman Yoon Jae-sang said, "Despite being a typical rural and fishing village, Ganghwa-gun has been enduring various regulations and inconveniences because it is in the metropolitan area," and "has been excluded from special support or benefits from the government."
Frontline area with persistent security anxiety
Assemblyman Yoon said, "Ganghwa-gun is the northernmost border area where the North is within visible distance, security anxiety persists, and activities that escalate tensions such as loudspeaker broadcasts to the North and anti-North leaflet balloons are frequent."
Assemblyman Yoon claimed, "Historically, residents have endured great sacrifices while performing military roles on the front line."
Tourism industry hit by North Korean nuclear waste
Assemblyman Yoon said, "The recent discharge of nuclear waste by North Korea has seriously hit Ganghwa-gun's marine and tourism industries, and difficulties are mounting as the local economy is shrinking due to a sharp decline in tourists."
Assemblyman Yoon emphasized, "Incheon City and the government must step forward to transform Ganghwa-gun into a symbol of peace and cooperation."
Proposal to specialize in peace tourism resources
Assemblyman Yoon mentioned the Incheon City ordinance on the creation of a peace city and said, "Creating Ganghwa as an island of peace is not a choice but a mayor's duty that must be included."
Assemblyman Yoon said, "If we specialize historical heritage and natural environment as peace tourism resources and foster them as an island of peace experience that people around the world visit and a bridgehead for inter-Korean exchanges, Ganghwa-gun can grow into a center of peace economy."
Hope for early construction of Ganghwa development projects
Assemblyman Yoon added, "I hope that the attraction of the National Ganghwa Goryeo Museum, the additional designation of the southern end of Ganghwa in the Incheon Free Economic Zone, and the construction of the Yeongjong-Ganghwa Peace Bridge will begin as soon as possible."
