경기도 생성형 AI 관련 간담회
김동연 경기도지사는 사이버 외교사절단 반크와 협력해 생성형 AI가 만들어내는 경기도와 관련된 잘못된 정보를 찾아 바로잡는 '글로벌 AI 대사'를 양성하는 등 새로운 공공협력 방안에 대해 의견을 나눴다.
반크 단장·연구원 10명 참석
김동연 지사는 13일 경기도청에서 박기태 사이버 외교사절단 반크(VANK. Voluntary Agency Network of Korea) 단장과 연구원 등 10명이 참석한 가운데 '생성형 AI 속 경기도 자료 오류 대응 간담회'를 열고 이같은 방안을 논의했다.
남이섬·광교청사 등 오류 사례 다수
간담회에서는 AI 기술이 생성한 경기도 관련 오류 사례로 현 강원도 춘천시 남이섬을 경기도 가평군 남이섬이라고 답변하거나 경기도의 광교청사 이전 연도를 2016년, 2023년 등 제각각으로 안내하는 경우 등이 소개됐다.
또 기후행동 기후소득이나 버스 환승제도, 청년정책 등 경기도 정책에 대한 서술 오류, 경기도 문화유산의 이미지를 변형하거나 역사적 맥락이 축소되는 사례도 다수 확인돼 시정이 필요한 것으로 나타났다.
AI 오류 신고보상시스템 등 제안
반크는 ▲경기도 공식 누리소통망(SNS), 누리집, 앱을 통한 AI 오류 신고 캠페인 전개 ▲AI 오류 신고보상시스템 도입 ▲도내 대학·연구기관의 AI 관련 학과 및 민간기업과 협력 모델 구축 ▲경기도형 AI검증 플랫폼 및 AI 오류 아카이브 구축 등을 제안했다.
특히 생성형 AI 오류를 모니터링하는 '글로벌 AI대사' 양성사업을 제안하며, 청소년·청년 중심의 민간 참여 프로그램 확대도 함께 논의했다.
김동연 지사 "도민 참여 인센티브 고려"
김 지사는 "반크가 도에서 같이 할 수 있는 좋은 제안들을 많이 해주었는데 함께 했으면 좋겠다. AI 오류는 경기도청이나 공공기관이 아니라 일반 도민들이 찾으면 인센티브를 주는 방식도 고려해 봤으면 한다"며 "오늘 회의를 계기로 실국별로 구체적으로 할 수 있는 것들을 만들어서 협력하도록 해달라"고 말했다.
박기태 단장 "전 세계 AI 오류 시정"
박기태 반크 단장은 "우리나라 외교관이 2천 명밖에 안 된다. 경기도가 최초로 경기도민들을 글로벌 AI대사로 양성해 전 세계에 잘못 퍼진 AI 관련 오류를 발견하고 시정했으면 한다"고 말했다.
데이터 클라우드소싱 기반 오류 탐지
경기도는 생성형 AI 시대의 정보 신뢰도 확보와 윤리적 활용 기반 마련을 위해 반크와 협력하는 방안을 검토할 방침이다. 특히 도민이 직접 참여하는 데이터 클라우드소싱 기반의 오류 탐지 시스템과 경기도형 생성형 AI 플랫폼 구축을 통해 행정 혁신도 추진한다는 계획이다.
2021년부터 협력 지속
한편, 경기도와 반크는 그동안 '독도의 날' 간담회(2021년), '청소년·청년 기후대사' 양성 협약(2024년) 등 협력을 이어왔다.

VANK Director and 10 Researchers Attend
Governor Kim Dong-yeon held a 'Meeting on Response to Gyeonggi-do Data Errors in Generative AI' at the Gyeonggi Provincial Office on the 13th with VANK (Voluntary Agency Network of Korea) Director Park Ki-tae and 10 researchers in attendance, discussing such plans.
Multiple Error Cases Including Nami Island and Gwanggyo Government Complex
At the meeting, error cases related to Gyeonggi-do generated by AI technology were introduced, such as answering that Nami Island in Chuncheon City, Gangwon Province is Nami Island in Gapyeong County, Gyeonggi Province, or providing inconsistent information about the relocation year of Gyeonggi Province's Gwanggyo Government Complex as 2016, 2023, etc.
In addition, multiple cases of descriptive errors in Gyeonggi Province policies such as climate action climate income, bus transfer system, and youth policies, as well as cases of transforming images of Gyeonggi Province's cultural heritage or reducing historical context were confirmed, indicating the need for correction.
Proposals Including AI Error Reporting Reward System
VANK proposed ▲launching AI error reporting campaigns through Gyeonggi Province's official social media (SNS), website, and apps ▲introducing an AI error reporting reward system ▲building cooperation models with AI-related departments of universities and research institutions within the province and private companies ▲establishing a Gyeonggi-type AI verification platform and AI error archive.
In particular, they proposed a 'Global AI Ambassador' training project to monitor generative AI errors, and also discussed expanding youth and young adult-centered private participation programs.
Governor Kim Dong-yeon "Consider Resident Participation Incentives"
Governor Kim said, "VANK has made many good proposals that the province can work on together, and I hope we can work together. For AI errors, I would like to consider a method of providing incentives when ordinary residents, not Gyeonggi Provincial Office or public institutions, find them," adding, "Based on today's meeting, please create specific things that each department can do and cooperate."
Director Park Ki-tae "Correct AI Errors Worldwide"
VANK Director Park Ki-tae said, "We only have 2,000 diplomats in our country. I hope Gyeonggi Province will be the first to train Gyeonggi residents as global AI ambassadors to discover and correct AI-related errors that have spread incorrectly around the world."
Data Crowdsourcing-Based Error Detection
Gyeonggi Province plans to review ways to cooperate with VANK to secure information reliability and establish an ethical utilization foundation in the generative AI era. In particular, it plans to promote administrative innovation through a data crowdsourcing-based error detection system in which residents directly participate and the establishment of a Gyeonggi-type generative AI platform.
Continued Cooperation Since 2021
Meanwhile, Gyeonggi Province and VANK have continued cooperation through 'Dokdo Day' meetings (2021) and 'Youth and Young Adult Climate Ambassador' training agreements (2024).
