경기도 특별사법경찰단은 20일부터 31일까지 2주간, 도심지 내 미세먼지 주요 발생 사업장을 대상으로 불법행위를 집중 수사한다고 13일 밝혔다.
이번 수사는 미세먼지 농도가 증가하는 겨울철을 앞두고 건설공사현장 및 시멘트 제조업체, 대기배출시설 등에서의 불법적인 미세먼지 배출 행위를 사전 차단하기 위한 선제적 조치다. 미세먼지는 폐 깊숙이 침투해 호흡기와 심혈관 질환을 유발할 수 있는 1급 발암물질로 특히 어린이, 노약자는 장기간 노출될 경우 폐 기능 저하, 기관지염, 심근경색, 뇌졸중 위험 증가 등 심각한 건강 피해를 입을 수 있다.
수사 대상은 도심지 인근의 중·대형 공사장 중 상습 민원발생 사업장 및 시멘트 제조업체 등 140개, 주요 미세먼지 생성물질인 질소산화물, 황산화물 등을 배출하는 대기배출시설 70개다.
중점 수사사항은 비산먼지 발생 억제시설 미설치 및 필요 조치(방진벽 및 방진덮개 미설치 등) 미이행, 대기배출시설 미신고 및 방지시설 부적정 운영 등이다.
공사장에서 비산먼지 억제시설을 설치하지 않거나 세륜 및 살수시설을 가동하지 않았을 경우 300만원 이하의 벌금이 부과된다. 무허가 대기배출시설을 운영하거나, 대기방지시설을 설치하지 않은 경우 각각 7년 이하 징역 또는 1억원 이하의 벌금이, 대기 방지시설을 부적정 운영한 경우 5년 이하 징역 또는 5천만원 이하의 벌금이 부과된다.
