◆ 88일간 44개 동 모두 순회, 5000명 의견 수렴

수원시는 9월 8일부터 12월 4일까지 88일 동안 44개 행정동 전역에서 '2025 새빛만남' 행사를 진행했다. 이틀에 한 번씩 주민과 직접 만났다. 행사 횟수는 43회다. 정자2동과 정자3동이 한 자리에서 동시 진행했기 때문이다.

최종 행사는 12월 4일 매탄4동에서 열렸다. 약 100명이 참석했다. 이재준 수원특례시장은 이 자리에서 "시민의 말씀이 수원의 방향이자 미래"라고 했다. 44개 동에서 합계 5000명의 주민이 참석했다. 동당 평균 100~120명이었다. 소상공인, 초중고대학생, 학부모, 다문화가족, 종교단체 등 다양한 주민층이 참석했다.

주민이 제시한 의견은 468건으로 집계됐다. 동당 평균 10건 이상이었다. 수원시는 현장 확인과 처리 결과를 주민에게 지속 안내했다.

◆ 시나리오 없는 현장…민감한 안건도 공평하게 수렴

새빛만남은 정해진 질의자가 없었다. 모든 주민에게 발언 기회를 열었다. 거수 순서대로 질문 기회가 주어졌다.

재개발·재건축 등 주민 의견이 대립하는 안건도 포함됐다. 정비사업 예정구역인 고등동, 지동 주민들의 상이한 견해를 공평하게 청취했다.

주요 부시장급 공무원들이 현장에서 즉시 답변했다. 부서장은 현장 방문 시기와 처리 기한을 약속했다. 역명 변경 요청에는 "사회적 갈등 가능성이 있어 어렵다"고 명확히 거절했다. 공영주차장 설치, 버스 노선 변경, 자격 요건 완화 등 예산·제도상 불가능한 사항도 "안 된다"고 확실하게 답했다.

한 주민이 가로수 낙엽으로 인한 불편을 호소하자 수원시는 탄소저감 효과를 설명하며 "나무와 함께 공존해야 한다"고 했다. 그 주민은 "안 된다는 답변도, 이유를 알기 쉽게 설명해주니 속이 시원하다"고 답했다.

◆ 건의 사항 '즉시 처리'…무인도서 대출기·횡단보도·차량 지원

수원시는 건의 사항을 별도 관리카드로 추적했다. 신속 처리 사례를 기록했다.

영화초등학교 인근 횡단보도 이동이 대표다. 10월 1일 조원1동 행사에서 영화초 교장이 학생 안전을 위해 사거리 횡단보도 이동을 제안했다. 경찰청 소관이지만 수원시와 장안구청이 신청해 11월 말 전에 심의를 완료했다.

영통1동 주민이 제안한 무인도서대출기 설치도 진행 중이다. 영통도서관 재개관 전까지 도서 대출 공백을 해소하기 위해 10월 21일 제안됐다. 수원시는 현장 방문을 2회 진행했고, 내년도 예산에 계상했다. 4~5곳 후보지 중 적정지를 검토 중이며 내년 상반기 중 스마트 도서관 서비스를 시작할 전망이다.

율천동 행사에서 지역아동센터장이 체험활동 차량 지원을 요청했다. 수원시와 각 구가 보유한 대형 차량을 지원하는 방안을 찾았다. 64개 지역아동센터 모두가 공공 지원을 받도록 차량 운행 일정을 사전 파악해 미리 안내하는 방식을 추진 중이다. 부서 협의 완료 후 내년부터 지원 가능할 것으로 예상된다.

이재준 수원특례시장은 "3개월간 44개 동 주민에게서 다양한 고민과 희망을 들었다. 행정의 방향이 명확해졌다"며 "새빛만남 의견을 충실히 반영해 시정을 운영하겠다"고 했다.

The campaign held 43 sessions—districts of Jeongja 2 and Jeongja 3 conducted their meeting simultaneously.

The final event took place on December 4 in Maetan 4 District with approximately 100 attendees. Mayor Lee Jae-joon said at the event, "Citizens' voices are Suwon's direction and future." Across 44 districts, approximately 5,000 residents participated, averaging 100 to 120 per district. Attendees included small business owners, elementary through university students, parents, multicultural families, and members of religious organizations.

Residents submitted 468 suggestions, averaging more than 10 per district. Suwon City maintained continuous communication with residents regarding on-site inspections and processing results.

◆ Unscripted Sessions…Sensitive Issues Addressed Fairly

The Saebbit Meetings had no predetermined speakers. All residents received speaking opportunities. Questions were called on in hand-raising order.

Sensitive issues where resident opinions diverged—such as redevelopment and reconstruction projects—were included. City officials fairly heard differing perspectives from residents in Gojeong and Ji districts, areas slated for urban regeneration projects.

Senior municipal officials answered questions on-site immediately. Department heads committed to specific timelines for field visits and processing. When requested to change station names, officials explicitly stated, "Social conflict risks make this difficult." Requests for public parking facilities, bus route changes, and qualification requirement modifications were answered with clarity: "Not possible."

A resident complained about inconvenience from roadside tree leaf litter. Suwon City explained the carbon reduction benefits while stating, "We must coexist with trees." The resident responded, "Even though the answer was no, the clear explanation put my mind at ease."

◆ Immediate Action on Suggestions…Unattended Book Kiosks, Crosswalks, Vehicle Support

Suwon City tracked all suggestions using individual management cards, documenting rapid processing cases.

Relocating a crosswalk near Yeongwha Elementary School exemplifies this approach. On October 1 at the Jowon 1 District event, the school principal proposed moving the intersection crosswalk for student safety. Though police jurisdiction, Suwon City and Jangan District officially requested the review, completing the process before late November.

An unattended book kiosk proposal from Yeongdeung 1 District is also underway. Submitted on October 21 to address the information gap before the Yeongdeung Library reopening, the city conducted two site visits. Budget allocation for next year is complete. Officials are evaluating 4 to 5 candidate locations, with smart library service expected to launch in the first half of next year.

At the Yulcheon District event, a community children's center director requested vehicle support for experiential activities. Suwon City identified available municipal and district vehicles. The city is implementing a system to pre-identify vehicle schedules so all 64 community children's centers can access public support. Implementation is expected starting next year following departmental coordination.

Mayor Lee Jae-joon stated, "Over three months across 44 districts, I heard diverse concerns and aspirations from residents. The city's administrative direction became clear. We will faithfully reflect the Saebbit Meetings suggestions in municipal governance."
