◆ 4개 기관 표창 수상

고양특례시(시장 이동환)는 2025년 안전·안보 분야 정부 평가에서 4개 기관 표창을 수상했다. 수상 기관은 국무총리상(안전문화대상), 행정안전부 장관상(재난관리평가), 경기도지사상(을지연습 평가), 우수기관 선정(통합방위태세확립 평가)이다.

◆ 국무총리상 단독 수상의 의미

안전문화대상에서 고양특례시는 전국 243개 광역·기초 지자체 중 유일하게 국무총리상을 획득했다. 정부가 인정한 최고 수준의 안전문화 확산 실적을 입증한 것이다.

◆ 3℃ 슬로건 기반 정책 추진

고양특례시는 '3℃(Care·Create·Cooperate) 더 안전한 고양특례시'를 슬로건으로 아이와 함께 성숙하는 안전문화 조성(Care), 창의적 스마트 기술 기반 안전도시 구축(Create), 민관군 협력 안전공동체 형성(Cooperate) 등 3개 영역 정책을 추진했다.

◆ 안보분야 5가지 주요 사업

안보 분야에서는 5가지 주요 사업을 완수했다. 전국 최초 어린이 대상 꿈나무 민방위대장 위촉, 어린이 안보·안전 체험장 조성·운영, 2025년 고양특례시 통합방위 예규 최신화, 관경군과 CCTV 영상 공동 활용 협약 체결, 관군 협력강화 업무협약(MOU) 체결 등이다. 이 사업들은 통합방위태세 확립과 국가 안보 의식 함양이라는 정부 목표 실현에 기여했다.

◆ 앞으로의 방향

고양특례시 관계자는 "시민 생명과 재산 보호를 최우선으로 두고 일상 속 위험을 줄여 더욱 견고한 안전·안보 도시를 만드는 데 최선을 다하겠다"고 밝혔다.

The awards include the Prime Minister's Award (Safety Culture Award), Minister of Interior and Safety Award (Disaster Management Evaluation), Gyeonggi Province Governor's Award (Eulji Exercise Evaluation), and selection as an outstanding institution (Integrated Defense Posture Establishment Evaluation).

Goyang Metropolitan City became the sole recipient of the Prime Minister's Award among 243 local governments nationwide in the Safety Culture Award category. Government recognition validates the city's highest-level safety culture dissemination performance.

◆ 3℃ Slogan-Based Policy Implementation

Goyang Metropolitan City implemented three policy domains under the slogan "3℃ (Care·Create·Cooperate) Safer Goyang Metropolitan City." The domains include fostering safety culture growing with children (Care), building a safe city based on creative smart technology (Create), and forming a safety community through private-public-military cooperation (Cooperate).

◆ Five Major Projects in Security Sector

The city completed five major projects in the security sector. These include the nation's first appointment of elementary school-aged children as Young Civil Defense Officers, establishment and operation of children's security and safety experience centers, updating of 2025 Goyang Metropolitan City integrated defense regulations, conclusion of a joint agreement on CCTV video utilization among municipal, police, and military authorities, and execution of an inter-municipal cooperation agreement (MOU) to strengthen coordination. These projects contributed to realizing government objectives in establishing integrated defense posture and fostering national security awareness.

An official of Goyang Metropolitan City stated, "We will prioritize the protection of citizens' lives and property and work to reduce daily risks, thereby creating a more resilient safety and security city."
