◆ 조례 개정안 원안 가결

군포시의회 박상현 의원(재궁동·오금동·수리동)은 12월 4일 제285회 제2차 정례회 제1차 산업건설위원회에서 '군포시 수도급수 조례 일부개정조례안'을 대표발의했다. 해당 조례안은 원안 가결됐다. 이번 개정으로 수도계량기 이상 발생 시 시민이 부담하던 검사 수수료를 군포시가 전액 부담한다.

◆ 기존 비용 부담 구조 문제점

그동안 수도계량기 이상 발생 시 비용은 검사 수수료와 계량기 탈·부착 비용으로 나뉘었다. 군포시는 탈·부착 비용만 부담했다. 검사 수수료는 시민이 직접 부담했다. 이번 조례 개정은 검사 수수료까지 시가 부담하는 구조로 확대했다.

◆ 시민 편익 강화 기대

이번 개정으로 고령층과 취약계층의 경제적 부담이 완화된다. 정확한 계량기 관리를 통해 수도요금 투명성도 확보된다. 행정 신뢰도 역시 높아질 전망이다.

박상현 의원은 "수도계량기는 시민 일상생활과 가장 밀접한 시설"이라며 "계측 이상 발생 시 시민이 불필요한 비용 걱정 없이 서비스를 이용해야 한다"고 밝혔다. 이어 "앞으로도 작은 불편이라도 놓치지 않고 시민 생활에 직접 도움이 되는 정책을 만들겠다"고 강조했다.

Gunpo City Council member Park Sang-hyun (Jaegung-dong, Ogeum-dong, Suri-dong) proposed the 'Partial Amendment to the Gunpo City Water Supply Ordinance' at the 1st Industrial Construction Committee of the 285th 2nd Regular Session on December 4. The proposal passed in its original form. Under this amendment, Gunpo City will fully cover inspection fees when water meter malfunctions occur.

◆ Problems with Previous Cost Structure

Previously, costs for water meter malfunctions were divided into inspection fees and meter installation/removal fees. Gunpo City only covered installation/removal fees. Citizens had to pay inspection fees directly. This ordinance amendment expands city responsibility to include inspection fees.

◆ Expected Benefits for Citizens

This amendment will ease the financial burden on the elderly and vulnerable groups. Accurate meter management will ensure transparency in water bills. Administrative trust will also increase.

Councilor Park Sang-hyun stated, "Water meters are the facilities most closely connected to citizens' daily lives." He added, "When measurement errors occur, citizens should be able to use services without worrying about unnecessary costs." He emphasized, "I will continue to create policies that directly help citizens' lives without overlooking even small inconveniences."
