인천광역시교육청은 11월 28일 바다학교 포럼을 개최했다. 교육청은 올해 운영 성과를 공유하고 향후 협력 방안을 논의했으며, 인천대학교와 교육자 양성 업무협약을 체결했다.

◆ 4년간 누적 4천500명 참여... 무의도 중심으로 확대

섬으로 가는 바다학교는 2023년부터 13회 운영되어 56개교, 2천700명이 참여했다. 올해 본격 추진된 무의바다학교는 무의도, 소무의도, 볼음도, 영종도에서 중학교 1학년 학생 71개교 81학급, 1천723명이 참여했다. 두 프로그램 합계로 2023년부터 올해까지 약 4천500명의 학생과 교직원이 참여했다.

◆ 교육청·학교·지역기관 협력 평가... 특수학급 확대 필요 의견 모여

포럼에서 참여 교사들은 교육과정 연계 방식과 학생 변화 사례를 공유했다. 바다학교 활동가와 협력 기관은 교육청·학교·해양교육단체·지역기관·대학 간 협력 성과를 평가했으며, 향후 특수학급 등 다양한 대상에게 프로그램 확대 필요성을 제시했다. 교육청은 인천대학교, 강화도시민연대, 인천녹색연합, 인천환경운동연합, 지구의벗환경교육센터, 황해섬네트워크 등 협력 단체 및 기관 관계자에게 감사장과 감사패를 전달했다.

◆ 2026년부터 교육활동가 양성... 체계적 교육자 기반 마련

인천교육청과 인천대학교는 업무협약을 체결했다. 2026년부터 인천대 RISE 사업단과 협력해 바다학교 교육활동가 양성과정과 교사 대상 기초 연수를 운영할 계획이다. 도성훈 교육감은 "기관·단체·지역사회 거버넌스 덕분에 올해 바다학교를 안전하게 운영할 수 있었다"며 "지속적 협력 속에서 학생들이 바다를 배우는 교육이 더욱 발전하길 바란다"고 말했다.

Incheon Metropolitan Office of Education held a Sea School Forum on November 28. The office shared operational achievements from this year and discussed future cooperation strategies, while signing a business agreement with Incheon National University for educator development.

◆ 4,500 participants accumulated over four years... expansion centered on Muui Island

The Sea School program heading to islands has operated 13 times since 2023, with participation from 56 schools and 2,700 students. The Muui Sea School, which began full-scale implementation this year, engaged 71 schools, 81 classes of first-year middle school students from Muui Island, Somuui Island, Boleum Island, and Yeongjong Island, totaling 1,723 students. Combined participation from both programs reached approximately 4,500 students and educators from 2023 to present.

◆ Education office-school-regional institution cooperation evaluated... expansion to special education classes deemed necessary

Participating teachers shared curriculum linkage methods and student transformation case studies at the forum. Sea School activists and partner organizations evaluated collaboration achievements among the education office, schools, marine education organizations, regional institutions, and universities, proposing the need to expand the program to various groups including special education classes. The education office presented certificates of appreciation and tokens of gratitude to representatives of cooperating organizations and institutions including Incheon National University, Ganghwa Citizens Coalition, Incheon Green Union, Incheon Environmental Movement Union, Friends of the Earth Environmental Education Center, and Yellow Sea Island Network.

◆ Educator training program launches in 2026... systematic framework for educator development established

Incheon Metropolitan Office of Education and Incheon National University signed a business agreement. Beginning in 2026, the office plans to operate sea school educator training programs and basic in-service training for teachers in cooperation with Incheon National University's RISE Project Group. Education Superintendent Do Seong-hun stated, "Thanks to governance involving institutions, organizations, and the community, we were able to operate the Sea School safely this year," and added, "We hope that education where students learn about the sea will develop further through sustained cooperation."
