◆ 한강하구 법제화 첫 본격 논의

인천시가 국회의원실과 한강하구 생태환경 통합관리협의회와 공동으로 '한강하구관리법 제정을 위한 국회 토론회'를 12월 2일 오전 10시 국회의원회관 제3간담회의실에서 개최했다. 여야 국회의원 13명과 환경부·해양수산부·인천시 관계자, 시민단체 전문가 등 50여 명이 참석해 한강하구의 미래를 논의했다. 유정복 인천시장은 환영사에서 "한강하구 보전은 더 이상 미룰 수 없는 과제"라며 독자적 법 제정의 필요성을 강조했다.

최혜자 인천하천살리기추진단 사무처장, 김충기 한국환경연구원 하구해양연구단장, 이창희 명지대학교 스마트인프라공학부 교수가 발제했다. 발표자들은 국회에서 논의 중인 '하구 복원 특별법(안)'이 하굿둑 복원에만 초점을 맞추고 있다고 지적했다. 이들은 "국가 유일의 열린 하구"인 한강하구의 특수성을 충분히 반영하지 못하고 있다며 한강하구만의 고유한 특성을 담은 독자적 관리법 제정이 필요하다고 밝혔다. 종합토론에서 손여순 인천시 수질하천과장은 "자연생태계 훼손, 쓰레기 유입 문제가 누적되고 있는 한강하구는 인천만의 문제가 아니라 국가 전체의 미래가 달린 공간"이라고 말했다.

◆ 인천시, 입법 추진 속도 높인다

Incheon City held the "National Assembly Forum for the Enactment of the Han River Estuary Management Act" jointly with National Assembly offices and the Han River Estuary Ecological Environment Integrated Management Council on December 2 at 10:00 a.m. in Conference Room No. 3 of the National Assembly Members Building. Thirteen lawmakers from ruling and opposition parties, officials from the Ministry of Environment, Ministry of Oceans and Fisheries, and Incheon City, as well as civil society organizations and experts totaling over 50 people attended to discuss the future of the Han River Estuary. Incheon Mayor Yu Jeong-bok stated in his welcoming remarks: "Preservation of the Han River Estuary is a task that can no longer be delayed," emphasizing the necessity of independent legislation.

◆ Special Act Insufficient, Independent Management Law Necessary

Choi Hye-ja, Director of the Incheon River Revitalization Promotion Secretariat, Kim Chung-ki, Director of the Estuary and Marine Research Institute at the Korea Environment Institute, and Lee Chang-hee, Professor at Myongji University's Department of Smart Infrastructure Engineering delivered presentations. Presenters pointed out that the "Estuary Restoration Special Act (Draft)" currently under discussion in the National Assembly focuses solely on estuary weir restoration. They stated that it fails to adequately reflect the special characteristics of the Han River Estuary, Korea's "only open estuary," and emphasized the necessity of independent management legislation embodying the unique features of the Han River Estuary alone. In the comprehensive discussion, Sohn Yeo-soon, Director of Water Quality and River Division at Incheon City, stated: "The Han River Estuary, where natural ecosystem damage and garbage inflow problems continue to accumulate, is not merely an Incheon issue but a space on which the future of the entire nation depends."

◆ Incheon City Accelerates Legislative Initiatives

Incheon City has promoted Han River Estuary conservation projects since 2019 and established the "Han River Estuary Ecological Environment Integrated Management Council" in 2020. However, Incheon City reiterated: "Without institutional basis, sustainable and effective management through local government efforts alone is difficult," reemphasizing the necessity of legislation. In particular, the government's adoption of "Recovery of Natural Character in the Four Major Rivers and Biodiversity of the Korean Peninsula" as a state policy agenda elevated estuary conservation to a national task. Incheon City plans to strengthen cooperation with the National Assembly, government, experts, and local communities while actively supporting the establishment of an independent "Han River Estuary Management Act."
