◆ 상반기 고용률 64.1%로 역대 최고 기록
수원시가 2025년 상반기 고용률 64.1%를 기록했다. 통계청이 발표한 이 수치는 국가통계포털(KOSIS) 공개 이후 26차례 조사 중 최고치다. 수원시 고용률은 2024년 상반기 61.5%, 2024년 하반기 62.9%에서 지속 상승했다. 전국 시 단위 평균 고용률(62.6%)보다 1.5%p, 경기도 시 단위 평균(62%)보다 2.1%p 높다. 인구 100만 이상 특례시 5곳 중 2위를 차지했다.
전 연령층 고용률이 고르게 상승했다. 50~64세 장년층 고용률은 72.6%로 전년 동기 대비 4.3%p 올랐다. 여성 고용률은 56.5%로 전년보다 3.3%p 높아졌다. 수원시는 2024년 3만6천88개 일자리를 창출해 목표(3만3천884개)를 6.5% 초과 달성했다. 고용노동부는 2025년 9월 '전국지방자치단체 일자리 대상'에서 수원시에 일자리 목표 공시제 부문 최우수상을 수여했다.

◆ 세대별 맞춤형 고용서비스 운영
수원일자리센터는 수원시청 별관 1층과 24개 동 행정복지센터에서 전문 직업상담사 35명이 상담 서비스를 제공한다. 연간 3천명이 취업에 성공한다. 올해 취업프로그램 수료자 중 3분의 1 이상이 취업했다.
수원시신중년센터는 올해 장년층 일자리 중심으로 개편됐다. 여성새로일하기센터는 올해 여성인턴십으로 55명 고용을 창출했다. 13개 심화 과정 수료자 235명 중 167명이 취업해 71% 취업률을 기록했다. 청년 대상으로 연 120명 규모 구직 지원 프로그램을 운영하고, 노인일자리 지원은 전년 대비 10% 이상 확대했다.

◆ 취약계층 노동안전망 강화
수원시는 올해 '중소기업 고용창출 보조금 지원사업'을 처음 시행했다. 50인 이하 수원 소재 중소기업이 수원시민을 채용하고 6개월 이상 고용을 유지하면 1인당 월 50만원씩 6개월간 최대 300만원을 지급한다. 지원 대상을 제조업에서 전 업종으로 확대했다.
수원시는 2024년 2월 노동인권 보호 조례를 개정하고 근로복지공단과 업무협약을 체결했다. 택배기사, 방문강사, 보험설계사 등 18개 직종 플랫폼 노동자에게 유급병가를 지원한다. 8개 직종 1인 사업자에게는 산재보험료 90%를 지원한다. 경기이동노동자 수원쉼터는 2024년 연간 4만1천여명이 이용했고 올해도 일 평균 140명이 이용 중이다.
수원시 관계자는 "기업이 수원에 뿌리내려 성장하고 시민이 원하는 일자리에서 안정적으로 일할 수 있도록 지속 노력할 것"이라고 밝혔다.

◆ First-Half Employment Rate Reaches All-Time High of 64.1%
Suwon City recorded a 64.1% employment rate in the first half of 2025. This figure, announced by Statistics Korea, is the highest in 26 surveys since the National Statistical Portal (KOSIS) began publishing data. Suwon's employment rate rose from 61.5% in the first half of 2024 to 62.9% in the second half of 2024. The rate is 1.5 percentage points higher than the national city-level average of 62.6% and 2.1 percentage points higher than the Gyeonggi Province city-level average of 62%. Suwon ranks second among five special cities with populations over 1 million.
Employment rates increased across all age groups. The employment rate for those aged 50-64 reached 72.6%, up 4.3 percentage points year-on-year. The female employment rate rose to 56.5%, up 3.3 percentage points from the previous year. Suwon created 36,088 jobs in 2024, exceeding its target of 33,884 by 6.5%. The Ministry of Employment and Labor awarded Suwon the Grand Prize in the Job Target Disclosure System category at the 2025 National Local Government Job Awards in September.
◆ Customized Employment Services by Generation
The Suwon Job Center operates with 35 professional job counselors at Suwon City Hall Annex 1st floor and 24 dong administrative welfare centers. About 3,000 people find employment annually. More than one-third of this year's employment program graduates secured jobs.
The Suwon New Middle-Age Center was reorganized this year to focus on middle-aged job seekers. The Women's Re-employment Center created 55 jobs through women's internship programs this year. Of 235 graduates from 13 advanced courses, 167 found employment, achieving a 71% employment rate. The city operates job support programs for 120 young job seekers annually and expanded senior job support by more than 10% compared to the previous year.
◆ Strengthening Labor Safety Net for Vulnerable Workers
Suwon City launched the Small and Medium Enterprise Job Creation Subsidy Program this year. SMEs in Suwon with 50 or fewer employees receive up to 3 million won per new hire (500,000 won monthly for six months) when they employ Suwon residents for at least six months. The program expanded from manufacturing to all industries.
Suwon revised its Labor Rights Protection Ordinance in February 2024 and signed an agreement with the Korea Workers' Compensation and Welfare Service. The city provides paid sick leave to platform workers in 18 occupations including delivery drivers, visiting instructors, and insurance planners. Solo entrepreneurs in 8 occupations receive 90% of their industrial accident insurance premiums. The Gyeonggi Mobile Worker Suwon Rest Stop served approximately 41,000 users in 2024 and currently averages 140 daily users.
