◆ 소위원회 3개월 활동 마무리, 미추2구역 현안 점검 완료

인천광역시의회 건설교통위원회 주안2·4동 재정비촉진지구 관련 소위원회(위원장 김대중)는 1일 제305회 정례회에서 3개월간 활동 결과를 보고했다. 소위원회는 8월 27일 회의에서 미추2구역 동의서 연번 부여 방식의 법적·행정적 근거와 필요성, 구 내부 방침에 따른 기존 동의서 무효화의 적정성, 조례와 지침 간 충돌 방지 방안 등을 집중 점검했다.

◆ 미추2구역 동의서 무효화 우려, 시·구간 협의 부족 문제 도출

미추2구역은 2008년 재정비촉진지구로 지정된 후 2018년 지정 해제, 2022년 존치관리구역으로 전환됐다. 올해 4월 미추홀구가 촉진지구 내 입안 제안 동의서에 연번 부여를 의무화하는 내용으로 내부 운영계획을 변경하면서 2021년부터 징구된 기존 동의서 무효 처리 가능성이 제기됐다. 또한 7월 '주안2·4동 재정비촉진계획 변경 심의'에서는 시·구간 사전 협의 부족으로 안건이 보류되며 지연 상황이 발생했다.

◆ 3가지 권고사항 제시…"제도 정비로 행정 신뢰 회복"

소위원회는 ▶도시재정비위원회 심의 시 시·구간 사전협의 철저 ▶주민 재산권과 직결되는 행정 방침 변경 시 예외 규정 또는 충분한 유예기간 마련 ▶개정 조례 부칙에 따른 기존 동의서 인정 등 사업 정상화 지원의 3가지 권고사항을 제시했다. 김대중 위원장은 "이번 사례가 다른 구역에서도 반복되지 않도록 관계기관의 제도 정비를 요청한다"고 밝혔다.

The Subcommittee on Juman Districts 2·4 Redevelopment Promotion Area of the Construction and Transportation Committee of the Incheon Metropolitan Council (Chairman Kim Dae-joong) reported the results of its three-month activities at the 305th regular session on December 1st. At its meeting on August 27th, the subcommittee conducted intensive reviews of the legal and administrative grounds and necessity for the serial number assignment method for consent documents in Michuhol District 2, the appropriateness of invalidating existing consent documents according to district internal guidelines, and measures to prevent conflicts between ordinances and guidelines.

◆ Michuhol District 2 Consent Document Invalidation Concerns and Insufficient City-District Coordination Issues

Michuhol District 2 was designated as a redevelopment promotion district in 2008, had its designation revoked in 2018, and was converted to a maintenance management area in 2022. In April of this year, when the Michuhol-gu District changed its internal operational plan to mandate serial number assignment for consent documents within the promotion district, the possibility of invalidating existing consent documents collected since 2021 was raised. Additionally, during the "Juman Districts 2·4 Redevelopment Promotion Plan Amendment Review" in July, insufficient prior consultation between the city and district resulted in the agenda being suspended, causing delays in Michuhol District 2's proposal submission.

◆ Three Recommendations Presented…"System Improvement to Restore Administrative Trust"

The subcommittee presented three recommendations: ▶Thorough prior consultation between city and district during Urban Redevelopment Review Committee deliberations ▶Provision of exception clauses or sufficient grace periods when changing administrative policies directly linked to residents' property rights ▶Support for project normalization including recognition of existing consent documents according to revised ordinance supplementary provisions. Chairman Kim Dae-joong stated, "We request that related agencies implement system improvements to prevent this case from recurring in other districts."
