◆ 인천광역시 소비자정책 최고등급 선정
인천광역시가 2024년 소비자정책 평가에서 전국 최고등급 '탁월'을 획득했다. 제15차 소비자정책위원회(공동위원장 국무총리)가 17개 중앙행정기관과 17개 광역지자체가 추진한 155개 소비자정책 과제를 평가한 결과다. 총 155개 과제 중 26개만 '탁월' 등급을 받는 가운데 인천광역시는 광역지자체 중 유일하게 제출한 4개 과제 모두가 최고등급에 선정되는 성과를 기록했다.
◆ 광역지자체 중 압도적 우수 평가
평가 등급은 5단계(탁월·우수·양호·개선필요·미흡)로 구분됐다. 기관별 탁율 등급 획득 현황을 보면 공정거래위원회 5개, 인천광역시 4개, 공정거래위원회와 한국소비자원 각 4개, 서울·대구·경기·전북 각 2개, 과학기술정보통신부·농림축산식품부·환경부·보건복지부·교육부 각 1개다. 인천광역시는 광역지자체 중 압도적으로 가장 높은 평가를 받았다.
◆ 인천시 4개 우수과제
인천광역시가 획득한 4개 탁월 과제는 다음과 같다. 첫째, 대상·목적별 건강·안전 정보제공 및 교육 활성화(안전 분야)다. 어린이 대상 안전교육을 2023년 58회에서 2024년 109회로 확대해 취약계층이 안심하는 소비생활 환경을 조성했다. 둘째, 소비자가 체감할 수 있는 서민물가의 안정적 관리(거래 분야)다. 착한가격업소를 2023년 218개소에서 2024년 368개소로 증가시켜 실질적 물가안정 효과를 창출했다. 셋째, 민간 주도 소비자교육 활성화(역량 분야)다. 정부·지자체·민간단체 협업으로 총 437회, 6512명을 교육했으며 참여자 만족도는 93.3%에 달했다. 넷째, 유관기관 협력기반 소비자 상담·피해구제 제도 개선 및 신속 대응(피해구제·정책협력 분야)이다. 이동상담과 정책캠페인 등을 통해 총 26000명에게 피해예방 정보를 제공했다.
유정복 인천광역시장은 "인천시 소비자정책은 2022년부터 우수한 평가를 받았다"며 "소비자의 날 30주년을 맞아 앞으로도 소비자 문제에 선제적으로 대응하고 인천의 특성을 반영한 시민 맞춤형 소비자시책을 발굴해 추진하겠다"고 말했다.

◆ Incheon Receives Top Grade for Consumer Policy
Incheon Metropolitan City received the highest grade of 'Outstanding' in the 2024 Consumer Policy Evaluation. The 15th Consumer Policy Committee, co-chaired by the Prime Minister, evaluated 155 consumer policy projects implemented by 17 central government agencies and 17 metropolitan cities. Among 155 total projects, only 26 received the 'Outstanding' grade. Incheon Metropolitan City uniquely achieved the distinction of having all four submitted projects selected for the highest grade among all metropolitan cities.
◆ Outstanding Performance Among Metropolitan Cities
The evaluation grades were divided into five levels: Outstanding, Excellent, Satisfactory, Needs Improvement, and Inadequate. By institutional performance, the Fair Trade Commission received five 'Outstanding' grades, Incheon Metropolitan City received four, the Fair Trade Commission and Korea Consumer Agency each received four, Seoul, Daegu, Gyeonggi, and Jeollabuk-do each received two, while the Ministry of Science and ICT, Ministry of Agriculture, Ministry of Environment, Ministry of Health and Welfare, and Ministry of Education each received one. Incheon Metropolitan City overwhelmingly achieved the highest evaluation among all metropolitan cities.
◆ Four Outstanding Projects of Incheon City
The four outstanding projects achieved by Incheon Metropolitan City are as follows. First, enhancing health and safety information provision and education activation by target and purpose (Safety category). Safety education programs for children expanded from 58 sessions in 2023 to 109 sessions in 2024, creating a consumer environment where vulnerable groups feel secure. Second, stable management of affordable prices perceivable by consumers (Transaction category). Incheon increased fair-price businesses from 218 in 2023 to 368 in 2024, creating tangible price stabilization effects. Third, private-led consumer education activation (Competency category). Through collaboration among government, local governments, and private organizations, Incheon conducted 437 sessions educating 6,512 people with a 93.3 percent participant satisfaction rate. Fourth, improved consumer counseling and damage relief systems through cooperative frameworks among related agencies and rapid response (Damage Relief and Policy Cooperation category). Through mobile counseling and policy campaigns, Incheon provided damage prevention information to 26,000 people.
Mayor Yu Jung-bok of Incheon Metropolitan City stated, "Incheon city's consumer policy has received excellent evaluations since 2022. As we commemorate the 30th anniversary of Consumer Day, we will proactively respond to consumer issues and discover and implement citizen-customized consumer policies reflecting Incheon's characteristics."
