광명시(시장 박승원)는 2026년 일반회계와 특별회계를 포함한 총 1조 3천471억 원 규모의 본예산안을 의회에 제출했다고 13일 밝혔다.

이는 전년도 본예산 1조 1천343억 원 대비 18.8％ 증가한 것으로 일반회계 예산이 본예산 기준 처음으로 1조 원을 넘어서는 규모다. 이번 예산안은 정부의 중점 국정과제와 발맞춰 ▲기본사회 ▲탄소중립 ▲자치분권 ▲민생경제 등 4대 핵심 분야에 재원을 집중했다. 또한 불필요한 사업은 정비하는 등 효율적이고 지속 가능한 재정 운용이 가능하도록 했다.

◆ 4대 핵심 분야 2736억 원 중점 투자

분야별로는 기본사회 분야 501억 원, 탄소중립·정원도시 분야 1천460억 원, 자치분권·사회적경제·평생학습 분야 278억 원, 민생경제·일자리 분야 497억 원 등 총 2천736억 원을 중점 투자한다.

시민의 기본적 삶을 보장하기 위해 ▲기본소득 66억 원 ▲기본돌봄 227억 원 ▲기본교통 161억 원 ▲기본주거 4억 원 ▲기본교육 27억 원 ▲기본의료 15억 원 ▲기본사회 정책 1억 원 등 501억 원을 편성했다. 돌봄·교통·의료·주거 등 일상 전반에서 시민이 기본권을 누릴 수 있는 기반을 강화한다.

◆ 지속 가능한 녹색도시·지역경제 활성화 추진

기후위기 대응과 지속 가능한 녹색 인프라 확충을 위해 ▲탄소중립 98억 원 ▲도시숲길 조성 152억 원 ▲정원도시 조성 107억 원 ▲도시농업 활성화 15억 원 ▲생태계 보호·청정에너지 전환 등 87억 원 ▲자원순환경제 1천1억 원 등 1천460억 원을 편성했다. 정원도시 조성과 자원순환경제 구축을 통해 지속 가능한 녹색도시 기반을 만들어갈 방침이다.

시민이 곧 행정의 주체라는 가치 아래 지역공동체 자립 기반 강화를 위한 자치분권, 평생학습, 사회적경제에도 재정을 집중한다. ▲자치분권 78억 원 ▲평생학습 117억 원 ▲도서관 서비스 확대 66억 원 ▲사회적경제 활성화 14억 원 ▲지역공동체 자산화 3억 원 등 278억 원을 반영했다.

소상공인·중소기업 지원과 일자리 창출을 위해 ▲일자리 사업 316억 원 ▲지역화폐 126억 원 ▲지역 상권 활성화 24억 원 ▲중소기업 육성 16억 원 ▲창업지원 9억 원 등 497억 원을 편성했다. 지역경제의 활력을 높이고 모두가 함께 잘 사는 경제를 실현한다는 방침이다.

박승원 광명시장은 이번 예산은 중앙정부의 국정과제 방향에 부합하면서도 광명시가 지향하는 기본사회 실현과 지속 가능한 도시 비전을 구체화한 예산이라며 시민의 삶을 실질적으로 개선하고 지역의 미래 경쟁력을 높이는 데 재정을 전략적으로 투입하겠다고 밝혔다.

2026년 본예산은 오는 19일부터 12월 19일까지 진행하는 제297회 제2차 광명시의회 정례회에서 심의·의결을 거쳐 확정된다.

By sector, a total of 273.6 billion won will be invested with priority: 50.1 billion won for basic society, 146 billion won for carbon neutrality and garden city, 27.8 billion won for decentralization, social economy, and lifelong learning, and 49.7 billion won for people's economy and jobs.

To guarantee citizens' basic lives, 50.1 billion won was allocated including ▲basic income 6.6 billion won ▲basic care 22.7 billion won ▲basic transportation 16.1 billion won ▲basic housing 400 million won ▲basic education 2.7 billion won ▲basic medical care 1.5 billion won ▲basic society policy 100 million won. This strengthens the foundation for citizens to enjoy basic rights in all aspects of daily life including care, transportation, medical care, and housing.

◆ Promoting Sustainable Green City and Regional Economic Revitalization

For climate crisis response and expansion of sustainable green infrastructure, 146 billion won was allocated including ▲carbon neutrality 9.8 billion won ▲urban forest path creation 15.2 billion won ▲garden city creation 10.7 billion won ▲urban agriculture activation 1.5 billion won ▲ecosystem protection and clean energy transition 8.7 billion won ▲circular economy 101 billion won. The plan is to create a sustainable green city foundation through garden city creation and circular economy establishment.

Under the value that citizens are the subjects of administration, finances are also concentrated on decentralization, lifelong learning, and social economy to strengthen the self-reliance foundation of local communities. This reflects 27.8 billion won including ▲decentralization 7.8 billion won ▲lifelong learning 11.7 billion won ▲library service expansion 6.6 billion won ▲social economy activation 1.4 billion won ▲local community asset formation 300 million won.

The 2026 main budget will be finalized after deliberation and resolution at the 297th 2nd regular session of Gwangmyeong City Council from the 19th to December 19th.
