정태완(더불어민주당·서구가) 인천 서구의원이 어린이집 영유아의 안전을 강화하는 내용의 조례안을 최근 대표발의했다.
조례안은 어린이집 안전을 위한 구청장과 원장의 책무와 안전계획의 수립, 부모모니터링단 구성 및 운영, 통학차량 운전자 안전교육 등에 관한 내용을 담고 있다. 조례안에 따르면 구청장은 어린이집의 안전 강화를 위해 영유아보육법에 따라 부모모니터링단을 구성하고 운영할 수 있으며 그 결과를 시책에 반영할 수 있다. 어린이집 원장은 매년 안전교육 계획을 수립해 보육하고 있는 영유아에게 교육을 실시해야 한다.
정태완 의원은 어린이집 내에서 영유아를 대상으로 한 각종 안전사고가 지속적으로 발생하고 있다며 어린이집의 안전 지원계획, 보육교직원에 대한 안전교육, 부모 모니터링단 체계 마련 등을 통해 영유아의 생명과 신체를 보호하고 안전한 보육환경을 조성하고자 한다고 입법 취지를 밝혔다.

Assemblyman Jeong Tae-wan (Democratic Party·Seo-gu A) of Incheon Seo-gu recently proposed an ordinance to strengthen the safety of infants and toddlers at daycare centers.
The ordinance includes contents regarding the responsibilities of the district office chief and daycare center directors for daycare center safety, establishment of safety plans, formation and operation of parent monitoring teams, and safety education for school vehicle drivers. According to the ordinance, the district office chief can form and operate parent monitoring teams in accordance with the Infant Care Act to strengthen daycare center safety, and can reflect the results in policies. Daycare center directors must establish annual safety education plans and provide education to infants and toddlers in their care.
Assemblyman Jeong Tae-wan stated the legislative purpose, saying "Various safety accidents targeting infants and toddlers continue to occur within daycare centers," adding "We aim to protect the lives and bodies of infants and toddlers and create a safe childcare environment through daycare center safety support plans, safety education for childcare staff, and establishment of a parent monitoring team system."
