◆ "두 달 남기고 유예, 무책임한 일"

정부 차원에서 수도권매립지 직매립 금지 조치 시기를 유예하는 방안이 검토되고 있는 것과 관련 유정복 인천시장이 무책임한 일이라며 강하게 비판했다. 유정복 시장은 13일 시청에서 기자들과 만나 올 7월까지도 아무런 직매립 금지 유예에 대한 얘기가 없다가 지금 두 달 남겨 놓고 와서 유예한다는 것인데 이렇게 무책임한 일이 세상에 어디 있겠느냐고 목소리를 높였다.

유 시장은 지난 5일 김성환 기후에너지환경부 장관과 만난 자리에서 인천시의 입장을 강력히 피력했다고 강조했다. 유 시장은 우리(인천)는 직매립 금지 유예는 없다는 입장이라고 명확히 얘기했다며 민간 시설을 이용하는 등 대응을 했어야지 여태까지 안 하다가 두 달 남겨놓고 유예라고 하는 건 받아들일 수 없다고 말했다.

◆ 소각장 확충 한 곳도 없어...쓰레기 대란 우려

2021년 개정된 폐기물관리법 시행 규칙에 따라 인천, 서울, 경기 등 수도권 3개 지자체는 내년 1월 1일부터 생활폐기물을 직매립할 수 없다. 소각장에서 태운 소각재로만 매립해야 한다. 하지만 현재까지도 수도권 내 소각장 확충에 성공한 지자체는 한 곳도 없다.

수도권에서 발생해 수도권매립지에 묻히는 생활폐기물은 매달 약 4만 톤에 달한다. 기존 소각장으로 모두 태우는 데 한계가 있어 민간소각장까지 손을 벌려야 하는 상황이다. 이에 쓰레기 대란 우려가 불거졌고 기후에너지환경부와 서울시, 경기도는 직매립 금지 시행 시기를 늦추는 방안을 모색하는 것으로 전해진다.

지난 9월 기후에너지환경부는 김성환 장관이 서울 영등포구 이룸센터에서 수도권 3개 지자체 부단체장을 만나 생활폐기물 직매립 금지와 관련해 논의했다고 밝혔다. 인천 검단 주민단체들과 수도권매립지 문제해결 범시민운동본부 회원들은 13일 서울 기후에너지환경부를 찾아 2026년 수도권매립지 직매립 금지의 예정된 시행을 강력히 촉구하며 김성환 장관과의 면담을 요구하는 피켓시위를 했다.

◆ 정당현수막 문제·제3연륙교 명칭 갈등도 언급

유정복 시장은 지난 11일 이재명 대통령이 국무회의에서 정당현수막 문제를 언급한 것과 관련해서도 본인(이 대통령)이 당 대표 때 옥외광고물법을 개정해서 이렇게 된 것이라며 날을 세웠다. 2022년 12월 국회를 통과한 옥외광고물법 개정안으로 중앙선거관리위원회에 등록된 정당은 지정게시대가 아니더라도 어떤 제약도 없이 현수막을 내걸 수 있게 됐다.

이후 시민 안전, 미관 저해, 환경 문제 등이 불거지면서 국민 반발이 거셌다. 이에 유 시장이 전국 지자체 중 가장 먼저 조례 개정을 통해 정당현수막을 규제하려 했는데 행정안전부의 조례 무효확인 소송에서 최종 패소해 무위로 돌아갔다. 유 시장은 최근 중구와 서구 주민들간 제3연륙교 명칭 갈등에 대해서도 영종 주민들의 아쉬움을 해소하기 위해 각종 노력을 기울이겠다고 했다.

◆ Not a Single Incinerator Expanded...Garbage Crisis Concerns

According to the Waste Management Act enforcement regulations revised in 2021, three metropolitan area local governments including Incheon, Seoul, and Gyeonggi cannot directly landfill household waste from January 1 next year. They must landfill only incineration ash burned at incinerators. However, not a single local government in the metropolitan area has succeeded in expanding incinerators to date.

Household waste generated in the metropolitan area and buried at the metropolitan landfill amounts to about 40,000 tons per month. There are limits to burning everything with existing incinerators, requiring the use of private incinerators. As concerns about a garbage crisis emerged, the Ministry of Climate, Energy and Environment, Seoul City, and Gyeonggi Province are reportedly exploring ways to delay the implementation of the direct landfill ban.

In September, the Ministry of Climate, Energy and Environment announced that Minister Kim Seong-hwan met with deputy heads of three metropolitan area local governments at Irum Center in Yeongdeungpo-gu, Seoul to discuss the direct landfill ban for household waste. Resident groups from Incheon's Geomdan and members of the Pan-Citizen Movement Headquarters for Solving Metropolitan Landfill Problems visited the Ministry of Climate, Energy and Environment in Seoul on the 13th to strongly urge the scheduled implementation of the 2026 metropolitan landfill direct landfill ban and held a picket protest demanding a meeting with Minister Kim Seong-hwan.
