◆ 현대화 설계만 완료···공사 장기 지연
인천광역시의회 교육위원회 한민수 의원(국·남동구5)은 최근 인천교육지원청 행정사무감사에서 급식실 현대화 사업의 구조적 문제를 지적했다. 설계까지 완료한 학교들이 예산 부족을 이유로 공사를 시작하지 못한 채 방치되고 있다는 내용이다.
한민수 의원은 "설계 완료 후에도 예산 없이 공사를 시작하지 못하는 학교가 다수 존재한다"고 지적했다. 교육청은 이들 학교가 현대화 대상이라는 명목으로 환기시설 개선 사업에서 제외하고 있다. 결과적으로 이들 학교는 어떤 지원도 받지 못하는 이중 피해를 입고 있는 상황이다.
◆ 학생 건강과 조리원 안전 위협
일부 학교는 교실 급식을 운영하면서도 조리실 환기시설이 기준 미달 상태다. 급식시설 환경 전반이 열악함에도 현대화 대상 지정으로 인해 개선 기회조차 차단되고 있다.
한민수 의원은 "학생 건강과 조리종사자 안전은 선택이 아닌 필수"라고 강조하며, "예산이 부족하더라도 시급한 학교부터 우선순위를 정하는 탄력적 예산 운영이 필수"라고 촉구했다. 그는 이어 "교육청은 현장 중심의 판단으로 개선 사업이 실질적으로 이행되도록 해야 한다"고 밝혔다.
◆ 교육청 "예산 확보 지속 요청 중"
인천교육지원청 관계자는 "급식실 현대화와 환기시설 개선의 필요성에 공감한다"며 "교육청 본청과 협의해 예산 확보를 지속적으로 요청하고 있다"고 답했다. 아울러 "현장 여건을 고려해 단계적 개선이 이뤄질 수 있도록 노력하겠다"고 덧붙였다.

Some schools operate classroom-based meal services despite kitchen ventilation systems falling below standards. Though cafeteria facilities show poor overall conditions, improvements are blocked because schools receive modernization designation.
Han Min-soo emphasized, "Student health and food service worker safety are not optional but essential." He urged, "Even with budget constraints, flexible budget operations setting priorities for urgent schools are necessary." An Incheon Educational Support Office official responded, "We understand the necessity of cafeteria modernization and ventilation facility improvements." The official stated, "We are continuously requesting budget allocation through consultations with the Education Office headquarters. We will make efforts to ensure staged improvements can be implemented considering field conditions."
