◆ 3년간 행정대집행 13차례…78개 동 정비

수원, 평택과 함께 경기도 내 3대 성매매 집결지로 꼽혔던 일명 '용주골' 파주 성매매집결지를 두고 경찰이 순찰 강화와 강력한 단속 의지를 밝히면서 올해 폐쇄 여부에 관심이 커지고 있다.

지난 9월 29일 취임한 김동권 경기북부경찰청장이 최근 용주골 현장을 직접 찾아 둘러보며 실태를 점검하고 불법 영업 행위에 대한 관련 조치를 주문했다.

12일 파주시에 따르면 김경일 파주시장은 2023년 1호 결재 사업으로 성매매 집결지 폐쇄를 추진해 지난 3년간 성매매 업소의 불법 건축행위 단속을 벌여 총 13차례 행정대집행을 실시했다. 이를 통해 현재 집결지 내 행정대집행 대상 82개 동 중 부분 철거를 포함해 정비된 건물은 행정대집행 실시 32개 동, 건축주 자진시정 38개 동, 시 매입 철거 8개 동으로 총 78개 동이다.

소유자 불명 등의 사유로 처분이 보류됐던 불법 건축물 중 소유자가 확인된 6개 동이 행정대집행과 건축주 자진 철거를 통해 추가로 정비됐다. 성매매 업소로 사용되던 건물을 매입해 시민 교육·문화 활동을 위한 거점 공간을 조성했고 여행길(여성과 시민이 행복한 길) 걷기 등 행사도 꾸준히 열리고 있다.

◆ 250개 업소→7~8개 남아…경찰 강력 단속

한때 전국에서 1000명이 넘는 성매매 여성이 모여들어 250여 곳의 업소가 밤낮 구분 없이 영업을 이어갔던 용주골은 현재 7~8개 업소만 남아있는 상태다.

불법 성매매 단속 권한이 없는 시는 행정력을 최대한 발휘했고, 경찰도 지난 2023년부터 지난 10월까지 50건을 단속하고 101명을 입건하면서 현재까지 파주 성매매집결지는 95% 이상 정비가 완료된 상태다. 경찰은 성매매 집결지 완전 폐쇄를 위해 더 강력한 단속을 벌일 방침이다.

지난 6일 김동권 경기북부경찰청장이 조은순 북부경찰청 범죄예방대응과장, 정덕진 파주경찰서장과 함께 경기북부지역 최대 현안 중 하나인 파주 성매매 집결지를 찾아 현장을 둘러보고 불법 업소 실태 등에 대해 현황을 보고받았다.

남아있는 불법 업소들은 전화 등을 통해 사전 예약을 받고 은밀히 업소로 손님을 출입시키거나 차량을 이용해 성매매 여성을 다른 장소로 이동시켜 알선하는 등 계속 성매매 영업을 하고 있다.

◆ 매일 순찰·기획 단속팀 편성

경찰은 용주골 내 불법 업소 현황을 파악하고 최근 순찰 강화와 불시 단속 등을 실시하기로 하는 등 불법 성매매 행위를 뿌리 뽑겠다는 강한 의지를 보이고 있다.

성매매가 이뤄지는 야간 시간대 기동순찰대를 집중 배치, 기존 주 3회 순찰을 주 7회 매일 순찰로 확대했다. 남은 업소들의 폐쇄형 운영 방식에 대한 대응책을 마련하고 기획 단속 전담팀을 편성해 운영한다. 강력팀 등도 투입돼 업소들의 영업 차단에 나선다.

파주 성매매 집결지 폐쇄가 추진된 지난 3년간 이곳을 찾은 북부경찰청장은 김 청장이 처음이다. 김 청장이 직접 현장 점검에 나서면서 파주 성매매 집결지 완전 폐쇄에 대한 기대가 더 커지고 있다.

김동권 경기북부경찰청장은 성매매 집결지 현장에서 "이곳은 경찰이 불법 행위 근절을 위해 노력해야 하는 곳으로 많은 관심을 두겠다"며 "경찰의 역할에 최선을 다하겠다"고 말했다.

김경일 파주시장은 "경기북부경찰청장이 직접 성매매 집결지 현장을 시찰하고 경기북부청 관련 부서와 파주경찰서의 적극적인 순찰과 성 구매 차단, 불시 단속 방침을 세워 감사하다"며 "앞으로 시민과 함께, 경찰과 손잡고 성매매 집결지 폐쇄를 반드시 이뤄내겠다"고 밝혔다.

Interest is growing in whether the so-called 'Yongjugol' Paju prostitution area, counted as one of the three major prostitution areas in Gyeonggi Province along with Suwon and Pyeongtaek, will be closed this year as police announced strengthened patrols and strong crackdown intentions.

Kim Dong-kwon, who took office as Gyeonggi Northern Police Chief on September 29, recently visited the Yongjugol site in person to inspect the situation and ordered related measures against illegal business activities.

According to Paju City on the 12th, Paju Mayor Kim Kyung-il promoted the closure of the prostitution area as the No. 1 approval project in 2023, conducting crackdowns on illegal construction activities at prostitution businesses over the past three years and implementing a total of 13 administrative enforcement actions. Through this, among the 82 buildings subject to administrative enforcement in the current area, the cleared buildings including partial demolition total 78: 32 buildings through administrative enforcement, 38 buildings through voluntary correction by building owners, and 8 buildings through city purchase and demolition.

Six buildings with confirmed owners among illegal structures whose disposal was suspended due to unknown ownership were additionally cleared through administrative enforcement and voluntary demolition by building owners. Buildings used as prostitution businesses were purchased to create base spaces for citizen education and cultural activities, and events such as 'Yeohaeng-gil (Women and Citizens' Happy Road) Walking' are also held regularly.

◆ 250 businesses→7-8 remaining…Police intensive crackdown

Yongjugol, where more than 1,000 prostitution women gathered from across the country and about 250 businesses operated day and night, currently has only 7-8 businesses remaining.

The city, which lacks authority for illegal prostitution crackdowns, maximized its administrative power, and police also cracked down on 50 cases and booked 101 people from 2023 to October, resulting in over 95% clearance of the Paju prostitution area. Police plan to conduct stronger crackdowns for complete closure of the prostitution area.

On the 6th, Gyeonggi Northern Police Chief Kim Dong-kwon, along with Northern Police Agency Crime Prevention Response Division Director Cho Eun-soon and Paju Police Chief Jeong Deok-jin, visited the Paju prostitution area, one of the biggest issues in the northern Gyeonggi region, toured the site, and received a report on the status of illegal businesses.

Remaining illegal businesses continue prostitution operations by taking advance reservations by phone and secretly allowing customers to enter businesses, or moving prostitution women to other locations using vehicles for arrangements.

◆ Daily patrols and planned crackdown team formation

Police are showing strong will to eradicate illegal prostitution activities by identifying illegal businesses in Yongjugol and recently deciding to strengthen patrols and conduct surprise crackdowns.

Mobile patrol units are intensively deployed during nighttime hours when prostitution occurs, expanding from three patrols per week to daily patrols seven times per week. Response measures are being prepared for the closed operating methods of remaining businesses, and a dedicated planned crackdown team is being formed and operated. Violent crime units are also deployed to block business operations.

Police Chief Kim is the first Northern Police Chief to visit this location during the three years of pursuing closure of the Paju prostitution area. Expectations for complete closure of the Paju prostitution area are growing as Chief Kim directly conducts site inspections.

Gyeonggi Northern Police Chief Kim Dong-kwon stated at the prostitution area site, "This is a place where police must work to eradicate illegal activities, and I will pay much attention to it," adding, "I will do my best in the police's role."

Paju Mayor Kim Kyung-il stated, "I am grateful that the Gyeonggi Northern Police Chief personally inspected the prostitution area site and established policies for active patrols, blocking sex purchases, and surprise crackdowns by related departments of the Northern Police Agency and Paju Police Station," adding, "We will definitely achieve closure of the prostitution area together with citizens and hand-in-hand with police."
