인천시가 2일 국회에서 내년도 국비 확보와 민생현안 해결을 위해 국민의힘·인천·서울·경기·강원 지역민생 예산정책협의회를 개최했다.

◆ 4개 광역단체장·국민의힘 지도부 참석

예산정책협의회에는 유정복 인천시장, 송언석 국민의힘 원내대표, 김도읍 정책위의장, 유상범 운영수석부대표 등 국민의힘 지도부와 오세훈 서울시장, 김진태 강원도지사, 김성중 경기도 행정1부지사가 참석했다.

인천시는 국회 예산심의를 앞두고 국비 사업 7건과 지역 현안 10건을 건의하며 당 차원의 적극적인 지원과 협조를 요청했다.

◆ 749억원 규모 국비사업 7건 요청

국비 요청 사업은 총 749억원 규모로 ▲권역(인천) 감염병전문병원 구축 ▲인천형 행정체제 개편 전환·정착지원 ▲블록체인 특화 클러스터 조성 ▲민방위 교육훈련 및 시설장비 확충 ▲아암물류2단지 접속 지하차도 ▲글로벌 규제 대응 자동차 사이버보안 인증평가 지원 ▲지방보훈회관 건립 등 7개 사업이다.

◆ 강화남단 경제자유구역 등 현안 10건 건의

현안 사업으로는 ▲강화남단 경제자유구역 지정 ▲영종~강화 평화도로 건설 ▲인천 중심 광역철도망 확충 ▲경인전철 지하화 ▲제3연륙교 통행료 무료화 ▲수도권매립지 문제 해결 ▲도심 내 군사시설 이전을 위한 특별법 제정 ▲세계 최고 수준의 바이오 첨단클러스터 조성 ▲국립강화고려박물관 건립 ▲인천대학교 공공의대 설립 등 10개 사업이 포함됐다.

◆ 수도권매립지 해결 필요성 강조

국민의힘은 "인천시민의 생활과 직결된 현안을 해결하고 최대한 국비가 반영될 수 있도록 노력하겠다"며 특히 수도권매립지 문제 해결에 관심을 보였다.

유정복 시장은 "수도권매립지 사용종료는 4자협의체 합의사항으로 합의된 대원칙을 이행하면 될 일"이라며 문제 해결의 필요성을 거듭 강조했다.

◆ 인천형 민생정책 중앙정부 반영 요청

유 시장은 출생아 수 증가율 1위, 2년 연속 경제성장률 1위 등 인천시의 성과를 소개하며 "천원주택, 천원택배, i-바다패스 등 적은 비용으로 고도의 효과를 거둔 인천시의 민생정책을 중앙정부 정책으로 반영해 줄 것"을 요청했다.

인천시는 앞으로도 국회 및 정부와 현안 해결과 국비 확보를 위한 논의를 계속 이어갈 계획이다.

Incheon City proposed 7 national budget projects and 10 regional issues, requesting active support and cooperation at the party level ahead of the National Assembly budget review.

◆ 10 Issues Including Ganghwa Southern Economic Free Zone Proposed

Current issues include ▲designation of Ganghwa Southern Economic Free Zone ▲construction of Yeongjong-Ganghwa Peace Road ▲expansion of Incheon-centered metropolitan railway network ▲underground conversion of Gyeongin Line ▲free tolls for Third Yeonryuk Bridge ▲resolution of metropolitan landfill problem ▲enactment of special law for relocation of military facilities in urban areas ▲establishment of world-class bio advanced cluster ▲construction of National Ganghwa Goryeo Museum ▲establishment of public medical school at Incheon University.

◆ Emphasizes Need to Resolve Metropolitan Landfill Issue

The People Power Party stated, "We will make efforts to resolve issues directly related to Incheon citizens' lives and ensure maximum reflection of the national budget," showing particular interest in resolving the metropolitan landfill issue.

Mayor Yoo emphasized the necessity of resolving the metropolitan landfill problem, saying "The termination of the metropolitan landfill use is a matter agreed upon by the four-party consultative body and can be resolved by implementing the agreed principles."

◆ Requests Central Government to Reflect Incheon-style Public Welfare Policies

Mayor Yoo introduced Incheon City's achievements such as ranking first in birth rate increase and first in economic growth rate for two consecutive years, requesting "Please reflect Incheon City's public welfare policies such as 1,000-won housing, 1,000-won delivery, and i-Sea Pass, which achieved high effectiveness at low cost, as central government policies."

Incheon City plans to continue discussions with the National Assembly and government for resolving issues and securing national budget.
